【摘要】：體制轉(zhuǎn)軌、經(jīng)濟(jì)轉(zhuǎn)型使社會(huì)治理面臨的對(duì)象和環(huán)境具有新的特征。傳統(tǒng)治理模式和方法顯然已越來(lái)越不能適應(yīng)新形勢(shì)的需要,社會(huì)治理的自身發(fā)展也呼喚一場(chǎng)"否定之否定"或者說(shuō)"建構(gòu)式"的自我革命和自我改進(jìn)。在傳統(tǒng)的政府管理理念下,政府一元化管理模式把治理體系劃歸為治理對(duì)象,導(dǎo)致"治理者"與"被治理者"主體錯(cuò)位而成為制約社會(huì)治理創(chuàng)新的桎梏。如何以治理創(chuàng)新為切入點(diǎn),準(zhǔn)確把握社會(huì)治理多元主體互動(dòng)交叉服務(wù)的基本趨勢(shì),化解政府治理績(jī)效認(rèn)同危機(jī),以及從新的視角用新的觀點(diǎn)和方法研究創(chuàng)新社會(huì)治理的體制與機(jī)制是當(dāng)前迫切需要解決的問(wèn)題。針對(duì)現(xiàn)實(shí)的國(guó)家治理特征,在預(yù)測(cè)未來(lái)理念的基礎(chǔ)上,從長(zhǎng)遠(yuǎn)戰(zhàn)略與具體對(duì)策的角度,探索構(gòu)建政府、非政府組織、市場(chǎng)主體和公眾個(gè)人共同參與的多元主體相互協(xié)作的經(jīng)緯網(wǎng)式的治理體系。
[Abstract]:System transition and economic transformation make the object and environment of social governance have new characteristics. The traditional governance mode and method have obviously been unable to adapt to the needs of the new situation, and the development of social governance calls for a "negative negation" or "constructive" self-revolution and self-improvement. Under the traditional concept of government management, the government unified management model classifies the governance system as the governance object, which leads to the dislocation of the main body of "governer" and "governed person" and becomes the shackle that restricts the innovation of social governance. How to take governance innovation as the starting point to accurately grasp the basic trend of the interaction and cross-service of the multiple subjects of social governance, and to resolve the crisis of government governance performance identity, It is an urgent problem to study the system and mechanism of innovating social governance from a new perspective and method. In view of the characteristics of national governance in reality, on the basis of predicting the concept of the future, and from the perspective of long-term strategy and concrete countermeasures, this paper explores the construction of government and non-governmental organizations. Market and public individuals participate in the multi-agent cooperation of the warp-weft-net governance system.
