【摘要】：2008年5月1日,我國頒布了《中華人民共和國政府信息公開條例》,此后,學者們紛紛展開了對政府信息公開的探討與研究,縱觀近幾年的研究成果發(fā)現(xiàn),對政府信息公開的研究大多在宏觀層面,少有對基層工作的研究,所以,本文擬以連云港市贛榆區(qū)的政府信息公開工作為例,研究基層政府信息公開的發(fā)展現(xiàn)狀,立足實際,發(fā)現(xiàn)工作中的不足并分析原因,針對不足之處,加強整改,提出一些具有實用性和合理性的建議,以期能為基層政府信息公開工作的開展做一點小小的貢獻。通過實地研究發(fā)現(xiàn),連云港市贛榆區(qū)的政府信息工作主要有以下問題:第一,公開信息不夠及時和完整;第二,公開渠道偏窄;第三,信息資源缺乏有效整合;第四,政民互動性差;第五,監(jiān)督和救濟機制不完善。經(jīng)研究總結(jié)出問題存在的原因為:第一,政府部門信息公開意識不強;第二,相關法律不完善;第三,部門利益與條塊分割的影響;第四,公眾權力意識薄弱;第五,監(jiān)督與考核機制不健全。通過對比國內(nèi)外政府信息公開工作的先進做法,給出以下幾點建議:第一,切實轉(zhuǎn)變政府理念;第二,規(guī)范政府信息公開的內(nèi)容;第三,拓寬政府信息公開的渠道;第四,增強公民的參與意識;第五,完善政府信息公開相關機制建設。本文共有五個章節(jié),第一章是緒論,主要介紹本文的研究背景、研究意義、文獻綜述、研究思路及方法;第二章是介紹政府信息公開的相關概念及理論基礎;第三章是對連云港市贛榆區(qū)政府信息公開的現(xiàn)狀進行分析,分析取得的成效、存在的主要問題及問題出現(xiàn)的原因;第四章是比較借鑒國內(nèi)外先進國家和地區(qū)的做法;第五章是針對第三章中出現(xiàn)的問題,給出相應的意見和建議,最后是結(jié)語。
[Abstract]:On May 1, 2008, China promulgated the "regulations of the people's Republic of China on the publicity of Government Information". Since then, scholars have launched a series of discussions and studies on the disclosure of government information. Most of the researches on the government information disclosure are at the macro level, and there is little research on the grass-roots work. Therefore, this paper takes the government information disclosure work in Ganyu District of Lianyungang City as an example to study the current situation of the development of the government information disclosure at the grass-roots level, based on the reality. Find out the deficiency in the work and analyze the reasons, strengthen the rectification and reform, put forward some practical and reasonable suggestions, in the hope of making a little contribution to the development of the grass-roots government information disclosure. Through the field study, it is found that the government information work in Ganyu District of Lianyungang City has the following problems: first, the public information is not timely and complete; second, the open channel is narrow; third, the information resources lack of effective integration; Fourth, the interaction between the government and the people is poor; fifth, the supervision and relief mechanism is not perfect. The reasons for the problems are as follows: first, the awareness of government information disclosure is not strong; second, the relevant laws are not perfect; third, the impact of departmental interests and fragmentation; fourth, the weak awareness of public power; Fifth, the supervision and appraisal mechanism is not perfect. By comparing the advanced practices in the work of government information disclosure at home and abroad, this paper gives the following suggestions: first, to change the government concept; second, to standardize the contents of government information disclosure; third, to broaden the channels of government information disclosure; Fourth, strengthen citizen's participation consciousness, fifth, consummate the government information disclosure related mechanism construction. There are five chapters in this paper. The first chapter is introduction, which mainly introduces the research background, research significance, literature review, research ideas and methods, the second chapter introduces the relevant concepts and theoretical basis of government information disclosure. The third chapter is to analyze the current situation of government information disclosure in Ganyu District of Lianyungang City, analyze the achievements, the main problems and the causes of the problems, the fourth chapter is to compare the practices of advanced countries and regions at home and abroad. The fifth chapter aims at the problems in the third chapter, gives the corresponding suggestions and suggestions, and finally, the conclusion.
