【摘要】：公開的批評(píng)并不可怕,可怕的是集體的沉默。保護(hù)民眾的合法批評(píng)權(quán),支持和鼓勵(lì)民眾的善意批評(píng),既是我們了解社情民意、發(fā)現(xiàn)錯(cuò)誤與不足、改進(jìn)工作的良機(jī),也是有效消解社會(huì)民怨的排氣閥。作為民意的一種特殊反映形式,批評(píng)既可助力社會(huì)輿情疏解,也可能異變?yōu)樾问交淖咝氵^(guò)場(chǎng),或是惡意攻擊的借口和手段。為有效發(fā)揮批評(píng)的正功能,既要端正對(duì)待批評(píng)的態(tài)度,更要努力營(yíng)造有利于開展正常批評(píng)的良好政治生態(tài)和法治氛圍,同時(shí)構(gòu)建批評(píng)的保障機(jī)制。
[Abstract]:Public criticism is not terrible, what is terrible is the collective silence. To protect the people's legitimate right of criticism and to support and encourage the public's well-intentioned criticism is not only a good opportunity for us to understand the social situation and public opinion, but also a good opportunity for us to improve our work, as well as an exhaust valve for effectively dispelling social grievances. As a special form of reflecting public opinion, criticism can not only help social public opinion resolve, but also change into a formalized show, or a malicious attack of excuses and means. In order to give full play to the positive function of criticism, we should not only correct the attitude towards criticism, but also strive to create a favorable political environment and an atmosphere of rule of law conducive to carrying out normal criticism, and at the same time, construct the safeguard mechanism of criticism.
