【摘要】："治理"一詞在西方的興起發(fā)端于發(fā)達(dá)國家面臨的現(xiàn)實(shí)困境。其模糊、寬泛而又富有彈性的詞匯在跨學(xué)科研究中,內(nèi)涵和外延不斷擴(kuò)大。但其研究可以被劃分為主體、形式和目標(biāo)三個(gè)視角。傳統(tǒng)中國語境下,治理更多強(qiáng)調(diào)治國理政的道理,其目的在于維持帝國的秩序。梳理治理這一概念在當(dāng)今中國的發(fā)展,相比于西方語境下表現(xiàn)為工具理性的治理,中國學(xué)者則更強(qiáng)調(diào)其背后隱含價(jià)值理性,即多元化、多中心和廣泛參與的精神。在未來的治理研究中,應(yīng)當(dāng)融合治理的價(jià)值理性和工具理性,同時(shí)結(jié)合中國的現(xiàn)實(shí),超越西方治理的理論預(yù)設(shè),并且不夸大治理的效用,建設(shè)與治理相適應(yīng)的制度,實(shí)現(xiàn)符合中國現(xiàn)實(shí)的治理和善治。
[Abstract]:The rise of the word "governance" in the West originates from the practical difficulties faced by developed countries. Its vague, broad and flexible vocabulary has expanded its connotation and extension in cross-disciplinary research. However, its research can be divided into three perspectives: subject, form and goal. In the traditional Chinese context, governance emphasizes the principle of governing more, and its purpose is to maintain the order of the empire. Combing the development of the concept of governance in China today, compared with the governance of instrumental rationality in the western context, Chinese scholars emphasize the hidden value rationality behind it, that is, the spirit of pluralism, multi-center and extensive participation. In the future research on governance, we should combine the value rationality and tool rationality of governance, combine the reality of China, transcend the theoretical presupposition of western governance, and not exaggerate the utility of governance, and build a system suitable for governance. To realize governance and good governance in line with China's reality.
