【摘要】：社會組織的勝任力是國家治理現(xiàn)代化的重要組成部分,推進國家治理體系和治理能力現(xiàn)代化要求社會組織參與治理,有效承接政府公共服務(wù)的職能轉(zhuǎn)移。當前,我國社會組織難以勝任政府公共服務(wù)的職能轉(zhuǎn)移,存在"塌陷式"鴻溝及能力短板問題。為此,可借鑒勝任力模型的"冰山"結(jié)構(gòu)及其核心能力要素,由淺及深、從外到內(nèi)地構(gòu)建基于資源汲取、專業(yè)輸出、自我約束、社會協(xié)同、市場競爭五個維度的能力體系,進而提升社會組織承接政府公共服務(wù)的勝任力。
[Abstract]:The competence of social organizations is an important part of the modernization of national governance. To promote the modernization of national governance system and governance capacity requires social organizations to participate in governance and effectively undertake the transfer of functions of government public services. At present, social organizations in our country are not competent to transfer the functions of government public services, and there are "collapsing" gaps and short capacity problems. Therefore, we can draw lessons from the "iceberg" structure of competency model and its core competence elements, from shallow to deep, from outside to the interior to build a capacity system based on five dimensions: resource absorption, professional output, self-restraint, social cooperation, market competition. And then enhance the competence of social organizations to undertake government public services.
