【摘要】：效率是判斷組織行為的基本標準,也是衡量政府是否有能力承擔公共服務職能的標尺。目前,地方政府績效面臨著公共性消解與"壓力型"后果的合法性治理悖論。政府績效治理的合法性悖論在于績效主體單元之間的公共性消解和績效治理的失靈。政策網(wǎng)絡的協(xié)同為地方政府績效治理提供了契機。具體而言,要從政策網(wǎng)絡的制定與執(zhí)行解剖政策治理結構,重構中央與地方政府權力分配關系和公共資源的匹配向度。實現(xiàn)地方政府績效治理的政策網(wǎng)絡協(xié)同,理解和信任是基本的認知前提,在技術上,搭建信息合作系統(tǒng)平臺,通過跨域協(xié)同的有效匹配實現(xiàn)績效治理的"空間"再造。
[Abstract]:Efficiency is the basic criterion to judge the organizational behavior, and it is also the yardstick to judge whether the government has the ability to undertake the public service function. At present, the performance of local government is confronted with the paradox of legitimacy governance. The legitimacy paradox of government performance governance lies in the public deconstruction between performance subject units and the failure of performance governance. The coordination of policy network provides an opportunity for local government performance governance. Specifically, it is necessary to dissect the structure of policy governance from the formulation and implementation of the policy network, and to reconstruct the power distribution relationship between central and local governments and the matching direction of public resources. Understanding and trust are the basic cognitive premise to realize the policy network coordination of local government performance governance. In technology, the platform of information cooperation system is built, and the "space" reconstruction of performance governance is realized through the effective matching of cross-domain collaboration.
