【摘要】：在控制邏輯中,治理者和被治理者是一對矛盾。在步入后工業(yè)文明的關(guān)口,控制邏輯的消極性凸顯。控制邏輯本質(zhì)上是與人的全面發(fā)展相沖突的,它加劇了人與自然、人與社會甚至國與國之間的矛盾,導(dǎo)致整個社會治理體系的高度僵化和低效,難以應(yīng)對"風(fēng)險社會"的挑戰(zhàn)。服務(wù)型行政是對控制邏輯反思的結(jié)果。在步入后工業(yè)社會過程中,治理矛盾的宏觀性和系統(tǒng)性、治理環(huán)境的開放性、治理者和被治理者日益增強的共同體屬性、社會價值觀的多元化等召喚治理模式的革命。在后工業(yè)社會服務(wù)型行政中,政府以有效的社會服務(wù)為核心目標(biāo),政府扮演引導(dǎo)者角色,呈現(xiàn)出治理角色更加模糊、治理內(nèi)容更為隨機、治理方式更為靈活的特征。
[Abstract]:In control logic, the governer and the governed are a pair of contradictions. After entering the post-industrial civilization, the negative control logic highlights. In essence, the logic of control conflicts with the overall development of human beings, which intensifies the contradiction between man and nature, between man and society, and even between countries, leading to the high rigidity and inefficiency of the whole social governance system, and it is difficult to cope with the challenge of "risk society". Service-oriented administration is the result of reflection on control logic. In the process of entering the post-industrial society, the macro and systematic governance contradictions, the openness of the governance environment, the increasing community attributes of the governers and the governed, and the diversity of social values call for the revolution of the governance model. In the post-industrial social service-oriented administration, the government takes effective social service as the core goal, and the government plays the role of guide, showing the features of more fuzzy governance role, more random governance content and more flexible governance mode.
