基層政府政務(wù)誠(chéng)信研究

【摘要】：一個(gè)國(guó)家政權(quán)的基礎(chǔ)是基層政府,而基層政府運(yùn)作的核心在于基層政務(wù)誠(chéng)信。隨著我國(guó)社會(huì)主義和諧社會(huì)的深入發(fā)展,對(duì)基層政府的政務(wù)誠(chéng)信的關(guān)注度越來(lái)越高。社會(huì)誠(chéng)信體系的一個(gè)關(guān)鍵構(gòu)成部分就是政府政務(wù)誠(chéng)信,也是推動(dòng)社會(huì)其它相關(guān)誠(chéng)信體系建設(shè)的重中之重。但是,因?yàn)槭袌?chǎng)經(jīng)濟(jì)和部分政府不良工作作風(fēng)的影響,國(guó)內(nèi)基層政府的誠(chéng)信度逐漸降低,在社會(huì)管理、行政執(zhí)法、公共服務(wù)以及改善民生等諸多領(lǐng)域存在顯著問(wèn)題,對(duì)基層政府的政務(wù)誠(chéng)信產(chǎn)生嚴(yán)重的影響。本文研究基層政府政務(wù)誠(chéng)信主要是指區(qū)一級(jí)或低于區(qū)縣的基層政府。論文以闡述基層政府政務(wù)誠(chéng)信建設(shè)的理論為開(kāi)端,通過(guò)了解國(guó)內(nèi)外基層政府政務(wù)誠(chéng)信建設(shè)的歷程,闡明加強(qiáng)基層政府政務(wù)誠(chéng)信建設(shè)的重要性和緊迫性,在具體研究基層政府政務(wù)誠(chéng)信建設(shè)的基礎(chǔ)上提出問(wèn)題,找出解決的對(duì)策。本文第一部分,通過(guò)梳理基層政府政務(wù)誠(chéng)信研究的背景,得出基層政府政務(wù)誠(chéng)信的涵義、評(píng)價(jià)標(biāo)準(zhǔn)。運(yùn)用哲學(xué)、政治經(jīng)濟(jì)學(xué)等相關(guān)理論,對(duì)基層政府政務(wù)誠(chéng)信建設(shè)的理論進(jìn)行進(jìn)一步的概括。本文第二部分,重點(diǎn)研究基層政府政務(wù)誠(chéng)信建設(shè)的問(wèn)題及成因,側(cè)重于A區(qū)基層政府政務(wù)誠(chéng)信建設(shè)研究,總結(jié)得出基層政府政務(wù)誠(chéng)信建設(shè)存在行政角色錯(cuò)位、行政行為缺失、行政責(zé)任出現(xiàn)偏差等問(wèn)題;存在這些問(wèn)題的主要原因,由于傳統(tǒng)文化的負(fù)面影響、誠(chéng)信缺失懲治不夠、傳統(tǒng)文化的負(fù)面影響等。本文第三部分,重點(diǎn)闡述了基層政府政務(wù)誠(chéng)信建設(shè)的必要性,即鞏固黨的執(zhí)政地位的必然選擇、構(gòu)建社會(huì)主義和諧社會(huì)的題中之義、保證社會(huì)主義市場(chǎng)經(jīng)濟(jì)持續(xù)良性運(yùn)轉(zhuǎn)的必然要求。本文第四部分,針對(duì)基層政府政務(wù)誠(chéng)信建設(shè)中存在的問(wèn)題,提出了八條加強(qiáng)基層政府政務(wù)誠(chéng)信建設(shè)的措施,即轉(zhuǎn)變觀念,樹立政務(wù)誠(chéng)信理念、明確政府職責(zé),轉(zhuǎn)變政府職能、建設(shè)責(zé)任-服務(wù)型政府、建設(shè)法制-高效政府、建設(shè)透明政府、建設(shè)和諧政府、加強(qiáng)公務(wù)員隊(duì)伍誠(chéng)信建設(shè)、完善制度法規(guī),加強(qiáng)誠(chéng)信制度建設(shè)。結(jié)語(yǔ)再次強(qiáng)調(diào)了加強(qiáng)基層政府政務(wù)誠(chéng)信建設(shè)的重要意義。作為基層政府,只有將政府和群眾的關(guān)系加以有效處理,全面落實(shí)“以人為本”的宗旨,力爭(zhēng)獲得群眾的支持、信任、尊重,才可以不斷提升基層政府的誠(chéng)信度,實(shí)現(xiàn)構(gòu)建社會(huì)主義和諧社會(huì)的偉大目標(biāo)。
[Abstract]:The foundation of a state power is grass-roots government, and the core of grass-roots government operation lies in grass-roots government integrity. With the development of socialist harmonious society in China, the attention to the government integrity of grass-roots government is becoming more and more high. One of the key components of social integrity system is the integrity of government affairs, which is also the most important part in promoting the construction of other related social credit systems. However, due to the influence of the market economy and the bad work style of some governments, the honesty of the domestic grass-roots governments has gradually decreased. There are significant problems in many fields, such as social management, administrative law enforcement, public services and improving the people's livelihood. It has a serious impact on the integrity of government affairs at the grassroots level. In this paper, the basic government integrity is mainly refers to the district level or lower than the county grass-roots government. At the beginning of this paper, the author explains the importance and urgency of strengthening the honesty construction of grass-roots government through understanding the course of the construction of honesty and credit of grass-roots government at home and abroad, at the beginning of explaining the theory of the construction of honesty and credit of government at the grass-roots level. On the basis of the concrete research on the construction of honesty and credit of grass-roots government, this paper puts forward the problems and finds out the countermeasures to solve them. The first part of this paper, through combing the background of grass-roots government integrity research, comes to the meaning and evaluation standard of grass-roots government integrity. By using philosophy, political economy and other relevant theories, this paper generalizes the theory of honesty construction of grass-roots government affairs. In the second part of this paper, we focus on the problems and causes of the government honesty construction at the grass-roots level, and focus on the research on the honesty construction of the grass-roots government in area A, summing up the conclusion that there are administrative roles misplaced and administrative behavior missing in the construction of the government integrity at the grass-roots level. The administrative responsibility appears deviation and so on; The main reasons for these problems are the negative influence of traditional culture, the lack of honesty and credit, the negative influence of traditional culture, etc. In the third part of this paper, the author focuses on the necessity of the construction of honesty and credit in government affairs at the grass-roots level, that is, the inevitable choice of consolidating the ruling position of the Party, and the meaning of constructing a harmonious socialist society. Guarantee socialist market economy continues benign operation the inevitable requirement. In the fourth part of this paper, in view of the problems existing in the construction of the honesty and credit of the grass-roots government, eight measures to strengthen the construction of the honesty and credit of the government at the grass-roots level are put forward. To build a service-oriented government, to build a legal-efficient government, to build a transparent government, to build a harmonious government, to strengthen the construction of civil servants' integrity, to perfect the system and regulations, and to strengthen the construction of a credible system. The conclusion emphasizes the importance of strengthening the honesty and credit construction of government affairs at the grass-roots level. As a grass-roots government, only by effectively handling the relationship between the government and the masses, fully implementing the tenet of "people-oriented" and striving to win the support, trust and respect of the masses, can the credibility of grass-roots governments be continuously enhanced. To achieve the great goal of building a harmonious socialist society.
