【摘要】：在中國(guó)特色單一制的制度框架下,縱向政府間的組織、利益和責(zé)任三重連帶機(jī)制及其功能耦合是保持國(guó)家團(tuán)結(jié)和穩(wěn)定的關(guān)鍵。但這種連帶機(jī)制的剛性運(yùn)作會(huì)抑制地方政府的自主性,不利于實(shí)現(xiàn)可持續(xù)發(fā)展。改革開(kāi)放之后,為調(diào)動(dòng)中央和地方兩個(gè)積極性,中央在放權(quán)讓利的同時(shí)通過(guò)協(xié)商說(shuō)服、彈性問(wèn)責(zé)、利益誘導(dǎo)的柔性控制,使縱向政府間的三重連帶機(jī)制在運(yùn)作上更加靈活,既保持了中央對(duì)地方的有效控制,又給予了地方政府一定的自主性空間。這是改革開(kāi)放之后中國(guó)之所以能克服因分權(quán)而導(dǎo)致的制度性危機(jī),保持中央與地方關(guān)系相對(duì)穩(wěn)定的內(nèi)在機(jī)理。
[Abstract]:Under the framework of the single system with Chinese characteristics, the vertical intergovernmental organization, triple joint and joint mechanism of interests and responsibilities and their functional coupling are the key to maintain national unity and stability. But the rigid operation of this kind of joint and several mechanism will restrain the autonomy of the local government and be unfavorable to the realization of sustainable development. After the reform and opening up, in order to mobilize the initiative of the central and local governments, the central authorities, while devolving power and giving profits, through negotiation and persuasion, flexible accountability, and flexible control of interest induction, make the triple joint and several mechanism between vertical governments more flexible in operation. It not only maintains the central government's effective control over the local government, but also gives the local government a certain space of autonomy. This is the internal mechanism for China to overcome the institutional crisis caused by decentralization and to maintain the relative stability of the relationship between the central and local governments after the reform and opening up.
