【摘要】：文章在文獻(xiàn)回顧的基礎(chǔ)上,重點(diǎn)闡釋公共服務(wù)供給"元治理"理論下的政府職能轉(zhuǎn)型、多中心格局形成以及多中心格局下公共服務(wù)供給方的競(jìng)合關(guān)系與權(quán)責(zé)利劃定,認(rèn)為應(yīng)從思想指導(dǎo)、宏觀規(guī)劃、資源配置管理等方面改革傳統(tǒng)公共服務(wù)供給模式,發(fā)揮分享經(jīng)濟(jì)對(duì)創(chuàng)新公共服務(wù)供給模式的價(jià)值。
[Abstract]:On the basis of literature review, this paper focuses on the transformation of government functions under the theory of "meta-governance" of public service supply, the formation of multi-center pattern and the competing relationship between public service providers and the delineation of rights, responsibilities and interests under the multi-center pattern. It is suggested that the traditional public service supply mode should be reformed from the aspects of ideological guidance, macro planning and resource allocation management, and the value of sharing economy in innovating the public service supply mode should be brought into play.
