基于電子政務(wù)視角的我國基層政府公共服務(wù)能力提升研究

【摘要】:20世紀(jì)90年代以來,隨著網(wǎng)絡(luò)科技和信息技術(shù)的快速崛起和廣泛應(yīng)用,電子政務(wù)信息技術(shù)的應(yīng)用已經(jīng)成為各國政府管理過程中必不可少的重要手段,成為政府提升公共服務(wù)能力的可行途徑。但是在服務(wù)型政府的建設(shè)中,如何更好的利用電子政務(wù)使得政府從傳統(tǒng)行政模式向虛擬的政府行政服務(wù)模式進(jìn)行轉(zhuǎn)變,各國政府都開始重視起電子政務(wù),逐漸從傳統(tǒng)政務(wù)向電子政務(wù)轉(zhuǎn)變,來提供更快更好的公共服務(wù),滿足社會(huì)和公民的需求,因此,運(yùn)用現(xiàn)代電子信息技術(shù)手段來為政府提供更好的公共服務(wù),成為了最重要的問題。雖然早在中國共產(chǎn)黨的十六大和十六屆三中全會(huì)上明確提出了“推行電子政務(wù),建設(shè)公共服務(wù)型政府,為全面建設(shè)小康社會(huì)提供強(qiáng)有力的體制保障。”的要求,但是我國政府在實(shí)際提供電子政務(wù)公共服務(wù)的過程中,仍存在很多問題亟待解決,比如說:公共服務(wù)對(duì)象的不均等、公共服務(wù)電子化設(shè)備的不完善、政府信息資源共享能力的不廣泛、績效評(píng)估體系的不健全等問題。因此,本文基于電子政務(wù)理論的視角,主要采取文獻(xiàn)研究法、比較研究法等方法,通過對(duì)我國電子政務(wù)公共服務(wù)現(xiàn)狀的分析,探討了影響我國基層政府電子政務(wù)公共服務(wù)供給能力的障礙性因素,并通過結(jié)合我國的實(shí)際情況,以及國內(nèi)學(xué)者對(duì)于電子政務(wù)公共服務(wù)的研究理論基礎(chǔ),總結(jié)出我國基層政府應(yīng)該如何通過利用電子政務(wù)信息技術(shù)手段來提高公共服務(wù)水平,更好地促進(jìn)我國社會(huì)經(jīng)濟(jì)快速、可持續(xù)發(fā)展,真正做到惠及全民、造福社會(huì)。在電子政務(wù)的視角下出發(fā),通過推行電子政務(wù),為提升我國基層政府公共服務(wù)能力而努力奮斗。
[Abstract]:Since the 1990s, with the rapid rise and wide application of network technology and information technology, the application of e-government information technology has become an indispensable and important means in the process of government management. It is a feasible way for the government to improve the ability of public service. However, in the construction of service-oriented government, how to make better use of e-government to make the government change from traditional administrative mode to virtual government administrative service mode, the governments of all countries begin to attach importance to e-government. Gradually from the traditional government to e-government, to provide faster and better public services to meet the needs of society and citizens, so the use of modern electronic information technology to provide better public services for the government, Has become the most important issue. Although early in the 16th National Congress of the Communist Party of China and the third Plenary session of the 16th Central Committee of China explicitly put forward the "implementation of e-government, the construction of a public service-oriented government, for the overall construction of a well-off society to provide a strong institutional guarantee." However, there are still many problems to be solved in the process of our government actually providing e-government public services, such as the inequality of public service objects and the imperfections of the electronic service delivery equipment. The government information resource sharing ability is not extensive, the performance appraisal system is not perfect and so on. Therefore, based on the perspective of e-government theory, this paper mainly adopts the methods of literature research, comparative research and so on, through the analysis of the current situation of public service of e-government in China. This paper probes into the obstacle factors that affect the supply ability of E-government public service of grass-roots government in our country, and through combining the actual situation of our country, and the theoretical foundation of domestic scholars' research on E-government public service, This paper summarizes how the grass-roots government should improve the level of public service through the use of e-government information technology to promote the rapid and sustainable development of our country's social economy, so as to truly benefit the whole people and the society. From the perspective of e-government, we strive hard to improve the public service ability of our country's grass-roots government through the implementation of e-government.
