【摘要】：2013年11月,在中國共產(chǎn)黨第十八屆中央委員會第三次全體會議上,通過了《中共中央關(guān)于全面深化改革若干重大問題的決議》,該文中明確提出,“必須切實(shí)轉(zhuǎn)變政府職能,深化行政體制改革,創(chuàng)新行政管理方式,增強(qiáng)政府公信力和執(zhí)行力,建設(shè)法治政府和服務(wù)型政府”。目前,我國在經(jīng)濟(jì)上處于“新常態(tài)”階段,總體風(fēng)險(xiǎn)較多、挑戰(zhàn)較多,在這種情況下,通過公共服務(wù)推進(jìn)城市建設(shè)發(fā)展、促進(jìn)社會公平公正成為了重要手段,強(qiáng)化公共服務(wù)職能成為政府建設(shè)、職能轉(zhuǎn)變的重點(diǎn)。本文共分五章,第一部分總論將介紹文章研究背景及目標(biāo),同時提供研究思路及方法,第二部分將主要研究大石化新區(qū)公共服務(wù)現(xiàn)狀,第三部分將通過問卷調(diào)查分析、問題歸因分析,研究渝中區(qū)大石化新區(qū)公共服務(wù)存在問題,第四部分將分析國內(nèi)外相似區(qū)域的經(jīng)驗(yàn)對策,第五部分重點(diǎn)分析提升和改善大石化新區(qū)公共服務(wù)能力的對策。通過本文論析,將對目前類似重慶市核心區(qū)這樣的建成區(qū)及舊城改造區(qū)公共服務(wù)建設(shè)指出方向,對未來舊城改造中公共服務(wù)提升、效率均有重要的參考意義。
[Abstract]:In November 2013, at the third plenary session of the 18th Central Committee of the Communist Party of China, a resolution of the CPC Central Committee on several important issues of comprehensively deepening reform was adopted, in which it was clearly stated that "the functions of the government must be effectively transformed." We should deepen the reform of the administrative system, innovate the way of administration, strengthen the credibility and executive power of the government, and build a government ruled by law and a service-oriented government. At present, our country is in the "new normal" stage in economy, the overall risk is more, the challenge is many, in this case, through the public service promotes the city construction development, promotes the social fair and just has become the important means. Strengthening the function of public service has become the focus of government construction and function transformation. This paper is divided into five chapters. The first part will introduce the background and objectives of the research, and provide the research ideas and methods. The second part will mainly study the status of public service in the new area, the third part will be through questionnaire analysis. The fourth part will analyze the experiences and countermeasures of similar areas at home and abroad, the fifth part will focus on the countermeasures to promote and improve the public service capacity of the new district. Through the analysis of this paper, the paper points out the direction of the public service construction in the construction areas such as the core district of Chongqing and the reconstruction area of the old city, and has important reference significance for the improvement of the public service and the efficiency of the reconstruction of the old city in the future.
