【摘要】：政府間關(guān)系主要研究不同層級(jí)政府之間的關(guān)系問(wèn)題,包括政府間的縱向關(guān)系與橫向關(guān)系。在政治學(xué)的發(fā)展中,政府間關(guān)系研究曾是一個(gè)較為新穎的研究領(lǐng)域。上世紀(jì)80年代興起的全球范圍內(nèi)的政府機(jī)構(gòu)改革浪潮推動(dòng)了中外學(xué)者對(duì)于政府間關(guān)系的研究探索熱潮。截至目前,國(guó)外有關(guān)政府間關(guān)系的研究相對(duì)系統(tǒng)完善,國(guó)內(nèi)對(duì)于政府間關(guān)系的探索研究起步較晚,研究進(jìn)程也較為緩慢,因而我國(guó)在相關(guān)研究領(lǐng)域研究還在快速生長(zhǎng)期。我的行文思路是通過(guò)對(duì)于當(dāng)前我國(guó)地方政府間縱向關(guān)系情況的全面考察,在對(duì)地方政府間縱向關(guān)系的中西研究理論進(jìn)行分析理解的基礎(chǔ)上對(duì)地方政府之間的縱向關(guān)系模式以及在當(dāng)代中國(guó)的實(shí)施發(fā)展現(xiàn)狀進(jìn)行闡釋分析,最后對(duì)如何發(fā)展深化中國(guó)的地方政府間縱向關(guān)系理論并促進(jìn)中國(guó)地方政府間縱向關(guān)系模式的有效合理調(diào)整提出相應(yīng)的建議和措施。在本文中,我主要探究的是當(dāng)代中國(guó)地方政府間縱向關(guān)系的發(fā)展現(xiàn)狀與未來(lái)發(fā)展方向。前兩章,我要對(duì)有關(guān)地方政府間關(guān)系的理論基礎(chǔ)進(jìn)行基本闡述和界定,然后對(duì)我國(guó)地方政府間縱向關(guān)系的歷史沿革和當(dāng)前的基本架構(gòu)作了分析。之后我選取了美國(guó)和英國(guó)這兩個(gè)西方國(guó)家作為模式典型進(jìn)行相關(guān)分析,之所以選擇這兩個(gè)國(guó)家是因?yàn)閮蓢?guó)的國(guó)家結(jié)構(gòu)形式不同而且地方政府間關(guān)系形成過(guò)程和地方政府間關(guān)系現(xiàn)狀也各有特色,對(duì)我國(guó)的相關(guān)研究有重要的借鑒意義。第三章開(kāi)始將視角切入國(guó)內(nèi)。首先,闡釋當(dāng)代我國(guó)地方政府間縱向關(guān)系的結(jié)構(gòu)特點(diǎn)和運(yùn)行特點(diǎn),然后剖析當(dāng)前模式存在的突出問(wèn)題并對(duì)現(xiàn)存問(wèn)題的成因進(jìn)行分析。最后一章分為兩大部分,第一部分首先對(duì)我國(guó)已經(jīng)進(jìn)行的地方政府間關(guān)系的相關(guān)調(diào)整改革措施進(jìn)行梳理,主要是省管縣制度改革以及垂直部門管理改革這兩個(gè)角度;第二部分則主要從促進(jìn)合作、規(guī)范競(jìng)爭(zhēng)、發(fā)展民主三個(gè)角度對(duì)我國(guó)地方政府間關(guān)系的未來(lái)改革方向和路徑選擇提出自己的觀點(diǎn)和看法。最后針對(duì)全文作出總結(jié)和展望。
[Abstract]:Intergovernmental relationship mainly studies the relationship between different levels of government, including vertical relationship and horizontal relationship. In the development of political science, the study of intergovernmental relations has been a relatively novel research field. The wave of reform of government institutions in the world rose in the 1980s, which promoted the research and exploration of intergovernmental relations among Chinese and foreign scholars. Up to now, the research on intergovernmental relations in foreign countries is relatively perfect, the domestic research on intergovernmental relations started late, and the research process is slow, so the research in related fields is still growing rapidly in our country. My train of thought is a comprehensive review of the vertical relationship between local governments in our country at present. On the basis of the analysis and understanding of the theory of the vertical relationship between local governments between China and the West, the paper explains and analyzes the mode of vertical relationship between local governments and the current situation of implementation and development in contemporary China. Finally, some suggestions and measures on how to develop the theory of deepening the vertical relationship between local governments in China and to promote the effective and reasonable adjustment of the vertical relationship between local governments in China are put forward. In this paper, I mainly explore the present situation and future development direction of the vertical relationship between local governments in contemporary China. In the first two chapters, I will explain and define the theoretical basis of the relationship between local governments, and then make an analysis of the historical evolution and current basic structure of the vertical relationship between local governments in China. Then I chose the United States and the United Kingdom as two typical Western countries to carry out the relevant analysis. The reason for choosing these two countries is that the state structure of the two countries is different and the formation process of the local government relationship and the present situation of the local government relationship have their own characteristics which is of great significance for the relevant research of our country. The third chapter begins to cut the perspective into the domestic. First of all, it explains the structural characteristics and operational characteristics of the vertical relationship between local governments in contemporary China, then analyzes the outstanding problems existing in the current model and analyzes the causes of the existing problems. The last chapter is divided into two parts, the first part of the local government relations have been carried out in China to sort out the relevant adjustment and reform measures, mainly provincial management system reform and vertical sector management reform of these two angles; The second part mainly from three angles of promoting cooperation, standardizing competition and developing democracy, puts forward own views and views on the future reform direction and path choice of the relationship between local governments in our country. Finally, a summary and prospect of the full text are made.
