【摘要】：公共政策執(zhí)行是政策過程中的重要環(huán)節(jié),它是實現(xiàn)政策目標和解決現(xiàn)實問題的直接途徑。改革開放以后,中央與地方關系有了很大的變化,隨著地方權力的擴張,為了追求利益的最大化,地方保護主義在經(jīng)濟領域層面阻滯政府公共政策執(zhí)行,導致公共政策執(zhí)行過程中,執(zhí)行偏差時有發(fā)生,影響了公共政策目標的順暢實現(xiàn)。如何控制并減少地方保護主義阻滯下公共政策執(zhí)行偏差的發(fā)生,無疑是公共政策執(zhí)行研究中的一個重要課題,也成為本文研究意義之所在。本文以我國公共政策執(zhí)行現(xiàn)狀為切入點,以“經(jīng)濟人”假設、逆向選擇、納什均衡理論為基礎,通過運用文獻分析法、制度分析法、案例分析法等方法,將公共政策執(zhí)行偏差的實際問題納入理論分析框架之中,對我國公共政策執(zhí)行在地方保護主義阻滯下出現(xiàn)的偏差表現(xiàn)、產(chǎn)生的原因以及解決思路進行分析和探討。本文通過大量的實例論證了地方保護主義阻滯下公共政策執(zhí)行偏差造成的嚴重危害和消極影響,因此有必要進一步分析由此產(chǎn)生的原因,并提出防治偏差的對策建議,從而為公共政策的有效執(zhí)行提供參考和借鑒。本文的基本內容分為五個部分進行論述:第一部分是緒論,簡要介紹了選題目的、研究現(xiàn)狀和研究意義以及研究方法。第二部分解析了相關概念以及分析文章所運用到的三個理論基礎。第三部分描述了目前我國公共政策執(zhí)行偏差的表現(xiàn)以及成因,通過實例佐證了執(zhí)行偏差問題的危害,從而提出研究的重要性和迫切性。第四部分就如何防治地方保護主義阻滯下政府公共政策執(zhí)行偏差進行探討,本文從完善公共政策制定、規(guī)制政府政策執(zhí)行、加強政策執(zhí)行監(jiān)督、優(yōu)化政策執(zhí)行評估這四個方面提出建設性的意見和建議。第五部分為結語,對地方政府政策執(zhí)行偏差研究做一個總體上的概括與把握。
[Abstract]:The implementation of public policy is an important link in the process of policy, and it is a direct way to realize the policy goal and solve practical problems. Since the reform and opening up, the relationship between the central and local governments has undergone great changes. With the expansion of local power and the pursuit of maximum benefits, local protectionism blocks the implementation of government public policies at the economic level. In the process of public policy implementation, deviations occur from time to time, which affects the smooth realization of public policy objectives. How to control and reduce the deviation of public policy implementation under local protectionism is undoubtedly an important subject in the study of public policy implementation, and also becomes the significance of this study. Based on the assumption of "economic man", adverse selection and Nash equilibrium theory, this paper uses the methods of literature analysis, system analysis, case analysis and so on, based on the current situation of the implementation of public policy in China, and on the basis of the hypothesis of "economic man", adverse selection and Nash equilibrium theory. This paper brings the practical problem of public policy implementation deviation into the theoretical analysis frame, and analyzes and discusses the deviation performance, causes and solutions of public policy implementation in our country under the local protectionism block. Through a large number of examples, this paper demonstrates the serious harm and negative effects caused by the deviation of public policy implementation under the block of local protectionism. Therefore, it is necessary to further analyze the causes of the deviation, and put forward some countermeasures and suggestions for the prevention and treatment of the deviation. So as to provide reference and reference for the effective implementation of public policy. The basic content of this paper is divided into five parts: the first part is the introduction, briefly introduces the purpose of the topic, research status, research significance and research methods. The second part analyzes the related concepts and the three theoretical bases used in this paper. The third part describes the performance and causes of the implementation deviation of public policy in our country at present, and proves the harm of the implementation deviation problem through an example, and puts forward the importance and urgency of the research. The fourth part discusses how to prevent and cure the deviation of the government public policy implementation under the local protectionism block, this article from consummates the public policy formulation, the regulation government policy implementation, strengthens the policy execution supervision. Optimize the policy implementation evaluation of these four aspects of constructive advice and suggestions. The fifth part is the conclusion, to the local government policy implementation deviation research makes a general summary and grasps.
