【摘要】：中國是農(nóng)業(yè)大國,農(nóng)村的發(fā)展問題一直是關(guān)乎國計(jì)民生的問題。隨著經(jīng)濟(jì)全球化的發(fā)展和中國改革開放的不斷進(jìn)步,傳統(tǒng)的政府體制不能滿足當(dāng)前經(jīng)濟(jì)和社會發(fā)展的需要,服務(wù)型政府的建設(shè)不僅是建設(shè)中國和諧社會的不可阻擋的趨勢,也是中國長期發(fā)展的必然方向。鄉(xiāng)鎮(zhèn)政府作為基層政府,已成為中國服務(wù)型政府建設(shè)的立足點(diǎn),決定了中國服務(wù)型政府建設(shè)的成敗,是鞏固國家政權(quán)的根基所在。它在解決"三農(nóng)"問題時(shí)具有不可替代的作用,同時(shí)促進(jìn)全面建設(shè)小康社會的進(jìn)程。深化綜合配套改革,在國家的農(nóng)村地區(qū)經(jīng)濟(jì)和社會問題的解決"三農(nóng)"方面十分重要。目前部分"全能型政府"的職能體系,已成為鄉(xiāng)鎮(zhèn)政府難以適應(yīng)時(shí)代發(fā)展的一個(gè)重要因素。因此,我國應(yīng)該加快推進(jìn)社會主義和諧,更好地平衡社會的建設(shè),以促進(jìn)新農(nóng)村建設(shè),以促進(jìn)越來越多的農(nóng)村社會事業(yè)發(fā)展,建立適應(yīng)農(nóng)村地區(qū)經(jīng)濟(jì)社會發(fā)展的服務(wù)管理系統(tǒng),加快鄉(xiāng)鎮(zhèn)政府職能履行升級的步伐。本文以管理學(xué)為理論基礎(chǔ),運(yùn)用文獻(xiàn)分析、實(shí)地調(diào)查、案例研究、訪談等方法,在梳理前人研究成果的基礎(chǔ)上,在本文中,以鄉(xiāng)鎮(zhèn)政府職能等相關(guān)概念為背景,分析服務(wù)型鄉(xiāng)鎮(zhèn)政府的定位。以江蘇興化竹泓鎮(zhèn)政府為例,介紹其基本概況,羅列出其政府職能履行的現(xiàn)狀,分析當(dāng)前存在的問題,并剖析其原因,最終針對性的提出推進(jìn)鄉(xiāng)鎮(zhèn)政府職能履行升級的對策建議。
[Abstract]:China is a large agricultural country, rural development has been a matter of national economy and people's livelihood. With the development of economic globalization and the continuous progress of China's reform and opening up, the traditional government system can not meet the needs of current economic and social development. The construction of service-oriented government is not only an irresistible trend of building a harmonious society in China. It is also the inevitable direction of China's long-term development. The township government, as the basic level government, has become the foothold of China's service-oriented government construction, which determines the success or failure of China's service-oriented government construction, and is the foundation of consolidating the state power. It plays an irreplaceable role in solving the problems of agriculture, rural areas and farmers, and promotes the process of building a well-off society in an all-round way. It is very important to deepen the comprehensive reform in solving the economic and social problems in rural areas. At present, the functional system of some "omnipotent governments" has become an important factor for township governments to adapt to the development of the times. Therefore, our country should speed up the promotion of socialist harmony, better balance the construction of society, promote the construction of new rural areas, promote the development of more and more rural social undertakings, and establish a service management system adapted to the economic and social development of rural areas. We will speed up the pace of upgrading the functions of township governments. Based on the theory of management, this paper makes use of the methods of literature analysis, field investigation, case study, interview and so on. On the basis of combing the previous research results, in this paper, the related concepts of township government function are taken as the background. Analyze the orientation of service-oriented township government. Taking the government of Zhuhong Town of Xinghua, Jiangsu Province as an example, this paper introduces its basic situation, lists the present situation of its government functions, analyzes the existing problems, and analyzes the reasons. Finally, it puts forward countermeasures and suggestions to promote the function of township government.
