【摘要】：隨著我國(guó)民主與法治的進(jìn)一步發(fā)展,人們對(duì)改善目前公共政策亂象,建設(shè)科學(xué)化民主化政策科學(xué)的呼聲越來(lái)越高,而社會(huì)利益和價(jià)值觀念的不斷分化導(dǎo)致構(gòu)建協(xié)調(diào)各方利益的政策共識(shí)越來(lái)越困難,這就要求必須加大對(duì)政策過(guò)程中共識(shí)構(gòu)建的關(guān)注。政策環(huán)境、政策主體和政策客體形成影響政策共識(shí)構(gòu)建的基礎(chǔ)因素,政治指令、利益交換、暫且擱置是政策共識(shí)構(gòu)建的調(diào)節(jié)因素。此外,可根據(jù)政策過(guò)程的協(xié)商程度和政策結(jié)果的共識(shí)程度,將我國(guó)政策共識(shí)模式分為強(qiáng)協(xié)商強(qiáng)共識(shí)型、強(qiáng)協(xié)商弱共識(shí)型、弱協(xié)商強(qiáng)共識(shí)型、弱協(xié)商弱共識(shí)型四種類型,這四種政策共識(shí)模式類型各有其特點(diǎn)及運(yùn)用效果。
[Abstract]:With the further development of democracy and the rule of law in our country, people are increasingly calling for the improvement of the current chaotic public policies and the construction of scientific and democratic policies. However, the continuous differentiation of social interests and values makes it more and more difficult to build a policy consensus that coordinates the interests of all parties, which requires more attention to the consensus building in the policy process. Policy environment, policy subject and policy object form the basic factors that influence the policy consensus construction, political instruction, benefit exchange and temporary shelving are the adjustment factors of policy consensus construction. In addition, according to the degree of consultation in the policy process and the consensus degree of the policy outcome, the policy consensus model of our country can be divided into four types: strong consensus, strong negotiation, weak consensus, weak negotiation and weak consensus. These four types of policy consensus models have their own characteristics and application effects.
