【摘要】：政府信息資源配置是指政府機(jī)構(gòu)根據(jù)現(xiàn)狀反饋和需要,按照相關(guān)的規(guī)定,運(yùn)用不同的方式、手段,將政府信息資源在各個(gè)地區(qū)、各個(gè)部門以及部門之間進(jìn)行有效存儲(chǔ)、合理調(diào)配的一種信息活動(dòng)。政府作為最大的信息資源所有者,如何最大限度的挖掘信息資源的潛力以推進(jìn)社會(huì)進(jìn)步已愈來愈成為人們關(guān)注的焦點(diǎn)問題。學(xué)者們對(duì)信息資源的配置有著不同角度不同層次的研究,從經(jīng)濟(jì)影響的角度研究政府信息資源配置,可以提升政府服務(wù)意識(shí)和服務(wù)能力,加快政府職能的轉(zhuǎn)變,監(jiān)督政府行為,促進(jìn)政府規(guī)范管理,方便個(gè)人和組織獲取信息,提升民眾決策正確性,同時(shí)增強(qiáng)社會(huì)對(duì)信息資源的重視程度,提高信息資源配置的創(chuàng)新實(shí)踐,最終促進(jìn)國(guó)民經(jīng)濟(jì)又好又快增長(zhǎng)和社會(huì)和諧。首先,本文從地方政府信息資源配置的角度出發(fā),綜合梳理了國(guó)內(nèi)相關(guān)的理論,評(píng)述分析了其現(xiàn)狀和意義;其次,本文分別闡述了政府信息資源配置和地方經(jīng)濟(jì)發(fā)展的相關(guān)基礎(chǔ)理論,并就兩者的相關(guān)性進(jìn)行分析,從招商引資、人力資源、農(nóng)業(yè)發(fā)展、民生保障和區(qū)域協(xié)調(diào)發(fā)展的角度闡明了地方政府信息資源配置對(duì)當(dāng)?shù)亟?jīng)濟(jì)增長(zhǎng)的作用;接著,提出地方經(jīng)濟(jì)發(fā)展中政府信息資源配置的問題并對(duì)其產(chǎn)生原因進(jìn)行了分析,第一,在地方政府信息資源配置中存在政府失靈行為,信息資源配置效率低,信息資源配置行為短視,信息資源配置程序不完整;第二,信息資源配置過程中缺少對(duì)人力資源的重視,政府在引導(dǎo)上、監(jiān)管上、協(xié)調(diào)上缺位;第三,信息資源配置過程中忽視信息環(huán)境的建設(shè),信息法規(guī)和政策不系統(tǒng);第四,信息基礎(chǔ)設(shè)施也有待完善。然后針對(duì)上述問題,從四個(gè)方面提出完善地方政府信息資源配置的策略,第一,引入市場(chǎng)機(jī)制,使市場(chǎng)經(jīng)濟(jì)中的供求機(jī)制、價(jià)格機(jī)制、競(jìng)爭(zhēng)機(jī)制在政府信息資源配置中發(fā)揮指導(dǎo)作用;第二,加強(qiáng)地方的人才資源開發(fā),大力發(fā)展教育,形成重視人才的社會(huì)氛圍;第三,完善信息法律法規(guī)建設(shè);第四,注重信息基礎(chǔ)設(shè)施建設(shè)。
[Abstract]:The allocation of government information resources refers to the effective storage of government information resources in various regions, departments and departments by using different ways and means according to the feedback and needs of government agencies and relevant regulations. A reasonable allocation of information activities. As the largest owner of information resources, how to maximize the potential of information resources to promote social progress has become the focus of attention. Scholars have different angles and different levels of research on the allocation of information resources. To study the allocation of government information resources from the angle of economic impact can enhance the government service consciousness and service ability, accelerate the transformation of government functions, and supervise government behavior. Promote the government to regulate management, facilitate individuals and organizations to obtain information, improve the correctness of public decision-making, at the same time, enhance the social attention to information resources, improve the innovative practice of information resources allocation, Finally promote the national economy good and fast growth and social harmony. First of all, from the perspective of local government information resources allocation, this paper comprehensively combed the relevant domestic theory, and analyzed its current situation and significance. Secondly, this paper expounds the basic theories of the allocation of government information resources and the development of local economy, and analyzes the correlation between the two, from the aspects of attracting investment, human resources and agricultural development. The role of local government information resource allocation on local economic growth is expounded from the perspective of livelihood security and regional coordinated development. Then, the paper puts forward the problem of government information resource allocation in the development of local economy and analyzes its causes. Firstly, there exists government failure behavior in local government information resource allocation, and the efficiency of information resource allocation is low. The behavior of information resource allocation is short-sighted, and the procedure of information resource allocation is incomplete; Second, the lack of attention to human resources in the process of allocation of information resources, the government in the guidance, supervision, coordination in the absence of; third, information resources allocation process ignore the construction of the information environment, information laws and policies are not systematic; Fourth, the information infrastructure also needs to be improved. Then, aiming at the above problems, this paper puts forward the strategies of perfecting the allocation of local government information resources from four aspects. First, it introduces the market mechanism to make the supply and demand mechanism and price mechanism in the market economy. Competition mechanism plays a guiding role in the allocation of government information resources; Second, strengthen the development of local human resources, vigorously develop education, and form a social atmosphere that attaches importance to talents; third, improve the construction of information laws and regulations; fourth, pay attention to the construction of information infrastructure.
