【摘要】：隨著全球化不斷發(fā)展,我們已經(jīng)進(jìn)入一個(gè)貝克所預(yù)設(shè)的“風(fēng)險(xiǎn)社會(huì)”。任何一個(gè)國(guó)家都處于風(fēng)險(xiǎn)社會(huì)這個(gè)大環(huán)境中,面臨著各種各樣的風(fēng)險(xiǎn)。新疆處于中亞的中心地帶,在這樣的外部環(huán)境下,新疆的社會(huì)穩(wěn)定和長(zhǎng)治久安面臨著各種風(fēng)險(xiǎn)。目前,新疆正面臨各類(lèi)社會(huì)風(fēng)險(xiǎn)凸顯,社會(huì)安全事件頻發(fā)的嚴(yán)峻形勢(shì),新疆近幾年發(fā)生的社會(huì)安全事件具有“潛在的涉外性、敏感的民族性和較強(qiáng)的宗教性”,同時(shí),暴力恐怖勢(shì)力、民族分裂勢(shì)力和宗教極端勢(shì)力對(duì)新疆的經(jīng)濟(jì)社會(huì)發(fā)展造成了極大威脅,如果不能從源頭上各類(lèi)風(fēng)險(xiǎn)加以控制和消解,其引發(fā)的危害將不單會(huì)影響社會(huì)建設(shè)的已有成果,還會(huì)影響到新疆經(jīng)濟(jì)發(fā)展、政治建設(shè)、社會(huì)治理等各個(gè)領(lǐng)域。當(dāng)前,在“一帶一路”1的背景下,2015年被視為“一帶一路”戰(zhàn)略落地實(shí)施的關(guān)鍵年,新疆有著獨(dú)特的區(qū)位優(yōu)勢(shì),同時(shí)也是向西開(kāi)放的重要窗口,要將新疆打造成為絲綢之路經(jīng)濟(jì)帶核心區(qū),社會(huì)穩(wěn)定和長(zhǎng)治久安是基本前提。社會(huì)安全也成為重要研究課題,新疆墨玉縣是全疆以維吾爾族為主的穆斯林群眾最為聚居的區(qū)域,一直是宗教極端思想滲透和“三股勢(shì)力”從事分裂破壞活動(dòng)的重點(diǎn)地區(qū),墨玉縣的社會(huì)安全是值得研究的課題,因此,本文在總結(jié)前人研究成果的基礎(chǔ)上,以風(fēng)險(xiǎn)管理為視角,對(duì)新疆墨玉縣社會(huì)安全風(fēng)險(xiǎn)管理進(jìn)行研究,分析當(dāng)前墨玉縣面臨的社會(huì)安全風(fēng)險(xiǎn),總結(jié)墨玉縣維護(hù)社會(huì)安全的措施及不足,探索構(gòu)建墨玉縣社會(huì)安全風(fēng)險(xiǎn)管理體系,減少爆發(fā)風(fēng)險(xiǎn)事件的可能性,提高社會(huì)風(fēng)險(xiǎn)管理的效率,減少由不可避免的災(zāi)難給社會(huì)造成的巨大損失。
[Abstract]:With the development of globalization, we have entered a "risk society" that Baker presupposes. Any country is in the environment of risk society, facing all kinds of risks. Xinjiang is located in the heart of Central Asia. In such an external environment, Xinjiang's social stability and long-term stability are facing various risks. At present, Xinjiang is facing a grim situation in which all kinds of social risks are highlighted and social security incidents occur frequently. The social security incidents in Xinjiang in recent years have "potential foreign-related, sensitive nationality and strong religious character," and at the same time, Violent terrorist forces, ethnic separatist forces and religious extremist forces pose a great threat to the economic and social development of Xinjiang. If all kinds of risks cannot be controlled and eliminated from the source, The harm caused by it will not only affect the existing achievements of social construction, but also affect the economic development, political construction, social governance and other fields in Xinjiang. At present, against the background of "Belt and Road" 1, 2015 is regarded as the key year for the implementation of the "Belt and Road" strategy. Xinjiang has a unique location advantage and is also an important window for opening to the west. To build Xinjiang into a core region of the Silk Road economic belt, social stability and long-term stability are the basic prerequisites. Social security has also become an important research topic. Muyu County in Xinjiang is the region of Xinjiang where the majority of Muslim people, mainly Uighurs, live in the most concentrated areas. It has always been a key area for religious extremist ideological infiltration and "three forces" engaged in splittist and destructive activities. The social security of Moyu County is a subject worthy of study. Therefore, based on the previous research results, this paper studies the risk management of social security in Moyu County, Xinjiang, from the perspective of risk management. This paper analyzes the social security risks faced by Moyu County, summarizes the measures and shortcomings of maintaining social security in Moyu County, explores the construction of social security risk management system in Moyu County, and reduces the possibility of breaking out risk events. Improve the efficiency of social risk management and reduce the loss caused by the inevitable disaster.
