泉州市H縣總量控制下機(jī)關(guān)事業(yè)單位人員編制動(dòng)態(tài)調(diào)整研究
[Abstract]:Since the reform and opening up, with the reform of various institutional mechanisms of the government, including various aspects of institutional reform. The new central government has clearly put forward the promise of "only reducing the number of people who provide for financial support will not be increased" during the term of office of this government, and the 18th National Congress of the Party has put forward a new reform mission aimed at the operating system of the party committee and the government. However, with the deepening of the reform, many problems in the organization management are also exposed. How to better analyze and solve these problems is more important for the dynamic adjustment of the organization under the total amount control. This paper first expounds two theoretical bases for the dynamic adjustment of the personnel establishment of the organs and institutions under the total amount control, namely, the theory of systematic organization of actors and the theory of public choice. On this basis, based on the status quo of organizational establishment management in Quanzhou H County, the starting point is the dynamic readjustment of the establishment of institutions and agencies since the end of 2012. It is revealed that there are some main problems in the establishment dynamic management of the H county organization in Quanzhou, such as the lack of corresponding standards in the establishment management, the interference of the superior department, the imperfect working mechanism, the lag in the establishment and approval, and so on. Then, it uses the system organization theory of actors, taking the three aspects of editorial committee leadership, organization and demand department as the object, and taking this as the three dimensions of case analysis, combined with the theory of public choice. It is found that the main causes of these problems are the rule of man, the intervention of the superior department, the influence of the department, the adjustment of the department's function, and so on. In view of the influence factors of the problems in the dynamic adjustment of the establishment of the H county organization in Quanzhou City, the author draws lessons from the experience of other provinces on the establishment and management, and puts forward the countermeasures and suggestions to get out of the dilemma of the establishment management: to promote the standardization of the establishment; Strengthening the establishment of the legal system, perfecting the mechanism of total regulation and control of the organization, perfecting the relevant supervision mechanism and so on, in order to help the gradual solution of this problem.
