【摘要】：互聯(lián)網(wǎng)接入中國(guó)已有20年歷史,伴隨著全球經(jīng)濟(jì)一體化的發(fā)展以及媒介新興技術(shù)的不斷進(jìn)步,O2O(線上線下結(jié)合)、web3.0、4G、物聯(lián)網(wǎng)、大數(shù)據(jù)時(shí)代的到來對(duì)政府治理帶來機(jī)遇的同時(shí)也帶來嚴(yán)峻的挑戰(zhàn),如何在網(wǎng)絡(luò)空間更好的運(yùn)用政務(wù)微博為政府所用,為民謀福利,構(gòu)建政府治理現(xiàn)代化體系,提高政府治理能力,成為政府治理的關(guān)鍵環(huán)節(jié)。杜威將解決問題的過程分為六個(gè)步驟:說出所遇到的困難,定義問題,分析問題,找出解決方法,比較候補(bǔ)方法并且用規(guī)范的全套目標(biāo)或評(píng)判標(biāo)準(zhǔn)去檢驗(yàn)它們,實(shí)施最佳方案。按照此種邏輯,筆者主要以政務(wù)微博作為政府治理工具,發(fā)揮服務(wù)政府、服務(wù)人民、服務(wù)社會(huì)的作用為主線,將本文主要分為如下幾個(gè)重點(diǎn)部分進(jìn)行描述:首先是政務(wù)微博與政府治理的關(guān)系。研究政務(wù)微博、政府治理的概念、發(fā)展情況等問題。其次是政府治理模式與現(xiàn)狀的分析。重點(diǎn)指出,當(dāng)前政府治理中存在公信力受質(zhì)疑等問題。然后是政務(wù)微博政府治理的功能發(fā)揮及其問題。圍繞政務(wù)微博政府治理功能的基本內(nèi)涵、功能體現(xiàn)、存在問題進(jìn)行闡述。側(cè)重指出,政務(wù)微博政府治理功能發(fā)揮中,存在管理、運(yùn)營(yíng)、互動(dòng)、服務(wù)等問題。最后是政務(wù)微博政府治理功能發(fā)揮的完善。本部分首先是對(duì)運(yùn)營(yíng)原則的分析,其次是對(duì)可行性路徑的探討,認(rèn)為政務(wù)微博、政務(wù)微信、政務(wù)APP等政務(wù)新媒體在未來治理中將發(fā)揮更好更快的作用。
[Abstract]:The Internet has been connected to China for 20 years. With the development of global economic integration and the continuous progress of new media technology, the Internet of things (Internet of things) The arrival of big data's era has brought opportunities and challenges to government governance. How to make better use of the government in cyberspace for the government, for the welfare of the people, and to build a modern system of government governance, Improve the ability of government governance, become the key link of government governance. Dewey divides the process of problem solving into six steps: to identify the difficulties encountered, to define the problems, to analyze the problems, to find the solutions, to compare the alternate methods and to test them with a set of standardized objectives or criteria, and to implement the best scheme. According to this kind of logic, the author mainly takes the government affairs Weibo as the government governance tool, exerts the function of serving the government, serving the people and serving the society as the main line. This paper is divided into the following key parts: first, the relationship between Weibo and government governance. Research on government affairs Weibo, the concept of government governance, development and other issues. Secondly, the analysis of government governance model and current situation. Key points out, the current government governs the existence in the credibility to be questioned and so on question. Then there is the function of government governance of Weibo and its problems. The basic connotation, function embodiment and existing problems of government governance function of government Weibo are expounded. It is pointed out that there are some problems such as management, operation, interaction, service and so on. Finally, the government governance function of government Weibo is perfect. The first part is the analysis of the operational principles, and the second is the discussion of the feasible path. It is believed that the new government media such as Weibo, WeChat and APP will play a better and faster role in the future governance.
