【摘要】：文章試圖以成本效益分析為工具探討政府購買公共服務的問題。公共服務購買回報率是用來衡量政府購買公共服務質(zhì)量和水平的一個重要概念,購買回報率高即意味著高效益低成本。政府購買公共服務的效益函數(shù)主要包括經(jīng)濟效益、社會效益、管理效益以及政治效益。政府購買公共服務的成本函數(shù)主要由生產(chǎn)成本、協(xié)商成本、違約成本、過失成本、尋租成本、監(jiān)控成本等構(gòu)成。研究發(fā)現(xiàn),在期望購買收益恒定的條件下,提升政府購買公共服務購買回報率的著力點在于采取有針對性措施優(yōu)化成本結(jié)構(gòu):降低生產(chǎn)成本;保證協(xié)商成本,避免過失成本;加大監(jiān)控成本,減少尋租成本。
[Abstract]:This paper attempts to use cost-benefit analysis as a tool to explore the issue of government purchase of public services. The rate of return on public service purchase is an important concept used to measure the quality and level of government purchase of public service. A high rate of return on purchase means high efficiency and low cost. The benefit function of government purchasing public service mainly includes economic benefit, social benefit, management benefit and political benefit. The cost function of government purchasing public service consists of production cost, negotiation cost, default cost, negligent cost, rent-seeking cost, monitoring cost and so on. It is found that under the condition of constant expected purchase income, the focus of improving the rate of return on government purchase of public services lies in adopting targeted measures to optimize the cost structure: reducing production costs, ensuring negotiation costs and avoiding negligent costs; Increase monitoring costs, reduce rent-seeking costs.
