【摘要】：縣級政府作為惠農(nóng)資源的直接分配者與惠農(nóng)政策的直接執(zhí)行者,其在政策執(zhí)行中表現(xiàn)出來的權(quán)力價值取向?qū)τ趯崿F(xiàn)農(nóng)民公共利益最大化、保障農(nóng)村社會和諧穩(wěn)定意義重大。囿于傳統(tǒng)權(quán)力價值理念的深入影響、權(quán)力主體價值目標(biāo)的偏離、權(quán)力運行機制的失范,縣級政府在公權(quán)力行使過程中偏離了公共走向,價值取向表現(xiàn)出了與原本目標(biāo)、結(jié)果相悖的異化屬性,體現(xiàn)在價值追求的利己化、價值理念的官僚化、價值選擇的商品化和價值實現(xiàn)途徑的濫化四個方面。應(yīng)通過營造良好用權(quán)環(huán)境構(gòu)筑權(quán)力內(nèi)在自律機制、規(guī)范縣域公權(quán)力運行機制確保公共走向、完善激勵懲戒制度提高權(quán)力異化成本,縮小甚至消除縣域公權(quán)力價值實然狀態(tài)與應(yīng)然狀態(tài)的差距,實現(xiàn)縣域公共權(quán)力價值的理性回歸。
[Abstract]:The county-level government, as the direct distributor of agricultural resources and the direct executor of agricultural policy, has great significance in realizing the maximization of farmers' public interests and ensuring the harmony and stability of rural society. Because of the deep influence of the traditional power value concept, the deviation of the power subject's value target and the power operation mechanism, the county government deviates from the public trend in the process of public power exercise, and the value orientation shows the original goal. The dissimilation attribute of the result is embodied in four aspects: the self-interest of the value pursuit, the bureaucratism of the value idea, the commercialization of the value choice and the overuse of the way of value realization. We should construct the internal self-discipline mechanism of power by creating a good environment for the use of power, standardize the running mechanism of public power in the county area to ensure the public trend, perfect the incentive and discipline system and increase the cost of power alienation. To narrow or even eliminate the gap between the actual state of the value of the county public power and the ought state, and to realize the rational return of the value of the county public power.
