【摘要】：我國(guó)政府對(duì)醫(yī)療對(duì)口援藏工作高度重視,2015年8月中組部、人社部、國(guó)家衛(wèi)計(jì)委決定組織開展醫(yī)療人才"組團(tuán)式"援藏工作。北京市對(duì)口支援拉薩市人民醫(yī)院建設(shè)。與以往醫(yī)療對(duì)口支援相比,組團(tuán)式援藏具有以下特點(diǎn):包括團(tuán)隊(duì)式支援、臨床與管理并重、任務(wù)明確、設(shè)立考核機(jī)制、以省(市)包院、明確資金支持力度、組織部門牽頭、導(dǎo)師制援助、請(qǐng)進(jìn)來與走出去相結(jié)合。組團(tuán)式援藏工作開展兩年來,拉薩市人民醫(yī)院醫(yī)療服務(wù)效率顯著提高,醫(yī)療服務(wù)能力不斷提升,并順利通過三級(jí)甲等醫(yī)院預(yù)評(píng)審�？梢詫⒔M團(tuán)式援藏的經(jīng)驗(yàn)概括為:組織保障是支撐,資金保障是基礎(chǔ),人才培養(yǎng)是核心,質(zhì)量和技術(shù)提升是實(shí)質(zhì)。這得益于中國(guó)共產(chǎn)黨以人為本的執(zhí)政理念和全面建成小康社會(huì)的奮斗目標(biāo)。這也是中華民族多元一體,各民族交往交流交融,共同團(tuán)結(jié)進(jìn)步、共同繁榮發(fā)展的具體體現(xiàn)。
[Abstract]:The Chinese government attaches great importance to the work of medical assistance to Tibet. In August 2015, the Central Organization Department, the Ministry of Human and Social Affairs and the State Health and Planning Commission decided to organize and carry out the work of "organizing medical personnel" to assist Tibet. Beijing counterpart to support the construction of Lhasa people's Hospital. Compared with the medical counterpart support in the past, the group type assistance to Tibet has the following characteristics: including team support, equal emphasis on clinical and management, clear tasks, setting up an examination mechanism, setting up a provincial (municipal) hospital, defining the strength of financial support, and organizing departments to take the lead. Tutor aid, please come in and go out. In the past two years, the efficiency of medical service in Lhasa people's Hospital has been greatly improved, the medical service capacity has been continuously improved, and has successfully passed the pre-evaluation of Grade 3A Hospital. The experience of organizing assistance to Tibet can be summarized as follows: organizational support is the support, fund is the foundation, talent training is the core, and quality and technology improvement is the essence. This is also a concrete embodiment of the diversity of the Chinese nation, the exchanges and exchanges among all ethnic groups, the common unity and progress, and the common prosperity and development.
