【摘要】："互聯(lián)網(wǎng)+"背景下的網(wǎng)絡(luò)社會(huì)治理呈現(xiàn)全球化趨勢(shì),治理與防控缺乏協(xié)調(diào),各參與主體的自利性極度膨脹,網(wǎng)絡(luò)空間國(guó)際合作治理面臨重重困難。其中最大的難題就是國(guó)際網(wǎng)絡(luò)社會(huì)治理面臨的"單邊主義":網(wǎng)絡(luò)發(fā)達(dá)國(guó)家利用其網(wǎng)絡(luò)強(qiáng)勢(shì)話語(yǔ)權(quán)粗暴踐踏國(guó)際正義,實(shí)施網(wǎng)絡(luò)威懾戰(zhàn)略,鼓吹"互聯(lián)網(wǎng)自由說(shuō)",借助互聯(lián)網(wǎng)推行文化霸權(quán)。國(guó)際網(wǎng)絡(luò)社會(huì)治理中,要破除"單邊主義"困境,必須在堅(jiān)持主權(quán)原則的同時(shí)倡導(dǎo)多邊主義;繼續(xù)支持聯(lián)合國(guó)協(xié)調(diào)網(wǎng)絡(luò)全球治理;努力走出囚徒困境,重建信任體系,保證合作與協(xié)同;積極參與網(wǎng)絡(luò)空間治理國(guó)際合作多邊談判。
[Abstract]:Under the background of "Internet", the network social governance presents the trend of globalization, the lack of coordination between governance and prevention and control, the extreme expansion of the self-interest of the participants, and the difficulties faced by international cooperation governance in cyberspace. The biggest problem among them is the "unilateralism" facing the governance of the international network society: the developed countries in the network use their powerful voice on the Internet to brutally trample on international justice and implement the strategy of network deterrence. Advocating the "Internet freedom theory", with the help of the Internet to promote cultural hegemony. In order to overcome the "unilateralism" dilemma in the international cybersocial governance, it is necessary to uphold the principle of sovereignty while advocating multilateralism; continue to support the United Nations in coordinating global cybergovernance; and strive to emerge from the prisoners' dilemma and rebuild the trust system. To ensure cooperation and synergy; to actively participate in multilateral negotiations on international cooperation in cyberspace governance.
