智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新研究

【摘要】:社會(huì)治理創(chuàng)新的日趨復(fù)雜亟需社會(huì)多元力量的有效整合,突發(fā)事件的頻發(fā)迫切要求建立在專業(yè)知識(shí)、經(jīng)驗(yàn)、信息等基礎(chǔ)之上的創(chuàng)新思想實(shí)現(xiàn)對(duì)突發(fā)的新情況、新問題的隨機(jī)制宜和預(yù)見性治理,科學(xué)決策、民主決策以及強(qiáng)大的智力支持成為高效、靈活地解決治理難題的關(guān)鍵所在。作為專業(yè)領(lǐng)域的政策研究機(jī)構(gòu),智庫(kù)是知識(shí)與思想的承載者,能夠通過基于長(zhǎng)期研究而具備的知識(shí)、信息和經(jīng)驗(yàn)對(duì)社會(huì)治理創(chuàng)新中出現(xiàn)的治理問題進(jìn)行系統(tǒng)分析,并提出預(yù)見性的、因地制宜的、科學(xué)的且行之有效的政策咨詢建議。社會(huì)治理創(chuàng)新過程中復(fù)雜、多元、動(dòng)態(tài)治理難題的突破,離不開智庫(kù)專業(yè)知識(shí)和創(chuàng)新思想的驅(qū)動(dòng)。本文通過厘清智庫(kù)和社會(huì)治理創(chuàng)新的概念,對(duì)智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新的動(dòng)因進(jìn)行了探析。就智庫(kù)在社會(huì)運(yùn)行中的角色扮演而言,智庫(kù)是作為一種治理形態(tài)而存在的,智庫(kù)關(guān)鍵詞與治理關(guān)鍵詞可以無(wú)縫對(duì)接。社會(huì)治理創(chuàng)新的復(fù)雜性使得智治成為治理的訴求,社會(huì)治理創(chuàng)新亟需前瞻性、專業(yè)性決策,以及社會(huì)治理創(chuàng)新政策分析市場(chǎng)的需要和公民公共參與的需要,也使智庫(kù)驅(qū)動(dòng)成為推動(dòng)社會(huì)治理創(chuàng)新的內(nèi)在要求。在明確智庫(kù)在社會(huì)治理創(chuàng)新中的功能及其參與機(jī)理的基礎(chǔ)上,本文從法治環(huán)境、智庫(kù)自身能力、制度環(huán)境三個(gè)角度系統(tǒng)分析了阻礙智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新的問題。法律是國(guó)之重器,良法是善治之前提,智庫(kù)相關(guān)立法的空白和制度環(huán)境的不完善成為阻礙智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新的最大障礙。同時(shí),智庫(kù)自身能力的欠缺也阻礙著智庫(kù)功能更好地發(fā)揮。針對(duì)具體問題,結(jié)合我國(guó)國(guó)情,本文在法治框架下就推動(dòng)智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新的路徑進(jìn)行了探析。要使智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新成為常態(tài)化的機(jī)制,就需要法律來確認(rèn)和保障智庫(kù)的參與權(quán)利、程序和秩序,將智庫(kù)參與納入法治化軌道。要把推進(jìn)決策咨詢制度的法治化提上日程,同時(shí),要通過加強(qiáng)智庫(kù)人才隊(duì)伍建設(shè),影響力建設(shè)和數(shù)據(jù)庫(kù)建設(shè),提升智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新的能力。最后,要加強(qiáng)智庫(kù)驅(qū)動(dòng)社會(huì)治理創(chuàng)新的制度化建設(shè),進(jìn)而實(shí)現(xiàn)智庫(kù)與社會(huì)治理創(chuàng)新的協(xié)同發(fā)展,推動(dòng)國(guó)家治理體系和治理能力現(xiàn)代化的早日實(shí)現(xiàn)。
[Abstract]:The complexity of social governance innovation is in urgent need of the effective integration of social pluralistic forces. The frequent occurrence of emergencies urgently requires innovative ideas based on professional knowledge, experience, information and so on, to realize the new situation of unexpected events. Random and predictable governance, scientific decision making, democratic decision making and powerful intellectual support of new problems are the key to solve the problems of governance efficiently and flexibly. As a policy research institution in a professional field, think tanks are carriers of knowledge and ideas. They can systematically analyze governance problems in social governance innovation through knowledge, information and experience based on long-term research. And put forward foresight, according to local conditions, scientific and effective policy advice. The breakthrough of complex, pluralistic and dynamic governance problems in the process of social governance innovation can not be separated from the professional knowledge of think tanks and the driving force of innovative ideas. By clarifying the concepts of think-tank and social governance innovation, this paper probes into the motivation of social governance innovation driven by think-tank. As far as the role of think tanks in social operation is concerned, think tanks exist as a form of governance, and the key words of think tanks and the key words of governance can be connected seamlessly. The complexity of social governance innovation makes Zhizhi a demand of governance. Social governance innovation needs to be forward-looking, professional decision making, and social governance innovation policy analysis of the needs of the market and the needs of public participation. Also make think-tank drive become the intrinsic requirement of promoting social governance innovation. On the basis of clarifying the function and participating mechanism of think-tank in the innovation of social governance, this paper systematically analyzes the problems that hinder the think-tank to drive the innovation of social governance from three angles: the environment of rule of law, the ability of think tank itself, and the system environment. The law is the important instrument of the country, and the good law is the premise of good governance. The blank of the relevant legislation of think-tank and the imperfection of the system environment become the biggest obstacle that hinders the think-tank to drive the innovation of social governance. At the same time, the lack of ability of the think tank itself also hinders the function of the think tank. Aiming at the specific problems and combining the situation of our country, this paper analyzes the path of promoting the innovation of social governance driven by think tanks under the framework of the rule of law. In order to make the innovation of social governance driven by think tanks become a regular mechanism, it is necessary for the law to confirm and guarantee the right, procedure and order of participation of think tanks, and to bring the participation of think tanks into the track of rule by law. At the same time, it is necessary to enhance the ability of the think-tank to drive the innovation of social governance by strengthening the construction of the talent team, the influence construction and the database construction of the think-tank. Finally, it is necessary to strengthen the institutionalization construction of social governance innovation driven by think-tanks, and then realize the coordinated development between think-tanks and social governance innovations, and promote the early realization of the modernization of national governance system and governance ability.
