【摘要】：十八大以來形成了反腐和整風(fēng)肅紀(jì)的高壓態(tài)勢(shì),然而地方政府卻庸政懶政現(xiàn)象突出。懶政不僅表現(xiàn)為官員的不作為,而且體現(xiàn)于普通公務(wù)員的日常工作狀態(tài)之中,表現(xiàn)為消極、推諉和拖踏。基于中部D縣的田野調(diào)查,本文發(fā)現(xiàn)縣域治理中的懶政問題與基層公務(wù)員收入變化相關(guān)。基層公務(wù)員懶政不僅影響縣域經(jīng)濟(jì)社會(huì)發(fā)展,而且影響基層日常治理秩序。因此,如何在整風(fēng)肅紀(jì)的同時(shí)發(fā)揮好公務(wù)員的積極性,進(jìn)而促進(jìn)官僚體制的有效運(yùn)轉(zhuǎn)是一個(gè)值得廣泛討論和研究的問題。
[Abstract]:Since the 18th National Congress, anti-corruption and rectification of the high-pressure situation, but the local government is the phenomenon of lazy government. Lazy government is not only reflected in the inaction of officials, but also in the daily work state of ordinary civil servants, which is negative, prevarication and procrastination. Based on the field investigation of D County in Central China, this paper finds that the problem of lazy government in county governance is related to the change of civil servants' income at the grass-roots level. Grass-roots civil servants not only affect the economic and social development of the county, but also affect the order of daily governance at the grass-roots level. Therefore, how to bring the enthusiasm of civil servants into full play while rectifying discipline and promoting the effective operation of bureaucracy is a problem worthy of extensive discussion and study.
