動(dòng)員模式與普通官員行為:以公共危機(jī)管理為例
[Abstract]:It is an important prerequisite for public crisis management to achieve good performance for officials to carry out their duties actively, which is constrained by the basic institutional framework of governance model. Based on the analysis of conventional governance and sports governance, this paper divides the responsibility of government public crisis management into daily management and event management, taking typhoon and food safety management as examples. This paper analyzes the behavior of ordinary officials under different mobilization degree by questionnaire survey data. The results show that: (1) in typhoon and food safety management, the degree of official event management is higher than that of daily management; (2) whether it is daily management or event management, The degree of performing duties of officials in typhoon disaster management is higher than that in food safety management; (3) the difference between daily management and event management of typhoon disaster is less than that of daily food safety management and event management. The difference of government mobilization level is the common reason behind the series of differences. According to transaction cost theory, transaction frequency, consequence destructiveness and affairs predictability may constitute three important factors that shape the degree of government mobilization.
