老撾萬象市公務員培訓效果評估研究

【摘要】:公務員是老撾政府工作的主力軍,更是老撾人才的重要組成部分,他們對國家的管理起到至關重要的作用。老撾公務員培訓制度建立時間較晚,近年來才開展培訓工作,無論是培訓理論還是實踐都處于起始階段,對公務員培訓效果進行檢測的公務員培訓效果評估更是薄弱環(huán)節(jié)。本文的研究的內(nèi)容是老撾萬象公務員培訓效果評估,主要從以下幾個方面對其進行研究。首先,本文梳理了公務員培訓效果評估的一些相關的概念,明確本研究的核心概念,并且對相關的一些理論進行了分析,這些研究有利于下文的深入分析。其次,對老撾萬象市公務員培訓效果評估的現(xiàn)狀進行較為深入、詳細的分析,主要是介紹其現(xiàn)狀,然后歸納其存在的主要問題,并對這些存在的問題進行原因分析。再次,它山之石,可以攻玉,國外公務員培訓效果評估的相關實踐非常值得我們研究,因此本文介紹了國外的一些相關做法,并指出了這些做法對老撾萬象市公務員培訓效果評估的有益啟示。最后,根據(jù)前面的分析與借鑒,結(jié)合萬象市的實際情況,提出一些較為實際的措施建議。通過調(diào)查發(fā)現(xiàn),萬象市公務員培訓效果評估存在以下幾個方面的問題:缺少對培訓效果評估重要性的認識,培訓效果評估出現(xiàn)斷層現(xiàn)象,培訓效果評估方法不理想,培訓效果評估結(jié)果反饋不到位。萬象市公務員培訓效果評估問題的原因主要是缺乏完備的法律保障,相關配套制度不健全,缺乏培訓效果評估相關理論的指導,對評估結(jié)果反饋工作重視不夠。本文還提出完善老撾公務員培訓效果評估包括健全公務員培訓效果評估的法律法規(guī)、健全公務員培訓效果評估的配套管理制度、探索適合的公務員培訓效果評估方法、加強培訓效果評估的結(jié)果反饋等措施建議。
[Abstract]:Civil servants are the main force in the work of the Lao government and an important part of the Lao talents. They play a vital role in the management of the country. The Lao civil servant training system was established late in recent years. Both the training theory and practice are in the initial stage, and the evaluation of the civil servant training effect is even weaker. The content of this paper is the evaluation of the training effect of Laotian Vientiane civil servants, mainly from the following aspects. First of all, this paper combs some related concepts of the evaluation of civil servant training effect, clarifies the core concepts of this study, and analyzes some relevant theories, which are conducive to the in-depth analysis below. Secondly, this paper makes a deep and detailed analysis of the current situation of the evaluation of the training effect of the civil servants in Vientiane, Laos, mainly introduces its present situation, then summarizes the main problems, and analyzes the causes of these problems. Again, its stone, can attack jade, the foreign civil servant training effect evaluation practice is worth our study, so this paper introduces some foreign related practices, And pointed out that these practices for the Lao Vientiane City civil service training effectiveness evaluation beneficial enlightenment. Finally, according to the previous analysis and reference, combined with the actual situation of Vientiane, some practical measures are put forward. Through the investigation, it is found that there are some problems in the evaluation of the training effect of the civil servants in Wanxiang: lack of understanding of the importance of the evaluation of the training effect, the phenomenon of fault in the evaluation of the training effect, and the unsatisfactory evaluation method of the training effect. Training effect evaluation results feedback is not in place. The main reasons for the evaluation of the training effect of public servants in Wanxiang City are the lack of complete legal protection, the imperfect supporting system, the lack of guidance from the relevant theories of training effect evaluation, and the insufficient attention to the feedback work of the evaluation results. This paper also proposes to perfect the evaluation of the training effect of Lao civil servants, including the laws and regulations of the evaluation of the effectiveness of the training of civil servants, to perfect the supporting management system for the evaluation of the training effects of civil servants, and to explore suitable methods for evaluating the effectiveness of the training of civil servants Strengthen the training effect evaluation results feedback and other measures.
