【摘要】：政府制定公共政策的對(duì)比分析研究是公共政策研究領(lǐng)域的重要組成部分,對(duì)完善政府制度化建設(shè)、減少政策制定過(guò)程中的分歧與沖突具有相當(dāng)重要的意義。合理的公共政策制定模式與方案既可以在滿足大多數(shù)人民群眾利益的前提下更好地配置政府資源,也能提升政府的執(zhí)政效能,提高政策實(shí)施的準(zhǔn)確性和規(guī)范性。近年來(lái),隨著各國(guó)政府改革的持續(xù)推進(jìn),公共政策的出臺(tái)受到越來(lái)越多國(guó)家和國(guó)際組織的重視,一些發(fā)達(dá)國(guó)家相繼開(kāi)展了公共政策出臺(tái)的相關(guān)研究工作。其中,美國(guó)、英國(guó)、加拿大、俄羅斯、日本等國(guó)家具有一定的代表性。我國(guó)政府在公共政策的制定建設(shè)研究領(lǐng)域與其他國(guó)家相比稍顯薄弱,難以適應(yīng)當(dāng)前的現(xiàn)代化建設(shè)與社會(huì)法治化發(fā)展的需要。要深刻認(rèn)識(shí)公共政策的科學(xué)制定對(duì)推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展的重要意義,抓緊完善各級(jí)公共政策制定實(shí)施過(guò)程中的相關(guān)制度與規(guī)定。國(guó)外政府在公共政策制定領(lǐng)域的各類實(shí)踐探索,可以為我國(guó)提供有益的借鑒和啟示。
[Abstract]:The comparative analysis and research on the government making public policy is an important part in the field of public policy research. It is of great significance to perfect the construction of government system and reduce the differences and conflicts in the process of policy making. A reasonable public policy formulation model and scheme can not only better allocate government resources on the premise of satisfying the interests of the majority of the people, but also enhance the efficiency of government administration and improve the accuracy and standardization of policy implementation. In recent years, with the development of government reform, more and more countries and international organizations pay more and more attention to the introduction of public policies, and some developed countries have carried out research on public policies. Among them, the United States, the United Kingdom, Canada, Russia, Japan and other countries have a certain degree of representation. Compared with other countries, our government is a little weak in the field of public policy making and construction, which is difficult to meet the needs of the current modernization construction and the development of social rule by law. It is necessary to deeply understand the importance of the scientific formulation of public policies to the promotion of economic and social development, and to improve the relevant systems and regulations in the process of making and implementing public policies at all levels. Foreign governments in the field of public policy-making all kinds of practical exploration, for our country to provide useful reference and inspiration.
