【摘要】：自1954年成立至今,街道辦事處作為我國城市基層政權(quán)的延伸,在社會治理領(lǐng)域尤其是在“單位制”解體之后發(fā)揮著無可替代的作用。改革開放以來,經(jīng)濟(jì)的高速發(fā)展和物質(zhì)水平的不斷提高使得公眾對街道辦事處高管控低效能、阻礙公民社會成長和社區(qū)自治發(fā)展的管理模式產(chǎn)生不滿,并對街道辦事處提出了新的期待和要求。伴隨著我國城市基層行政體制改革的逐步深入,對街道辦事處體制改革的呼聲愈發(fā)高漲,多地政府展開了針對街道辦事處體制的試點(diǎn)改革。本文通過深入考察街道辦事處的歷史沿革及現(xiàn)實(shí)地位,探討當(dāng)前街道辦事處所面臨的治理困境及其背后的深層次原因,并以此為出發(fā)點(diǎn),在借鑒國內(nèi)外基層治理和改革經(jīng)驗(yàn)的基礎(chǔ)上提出街道辦事處的改革路徑。本文力圖通過理順街道辦事處、地方與基層政府以及居民委員會的三方關(guān)系,不斷加強(qiáng)街道辦事處內(nèi)部建設(shè),提高居民自治意識等措施以推動街道辦事處更好地為群眾提供公共服務(wù)、促進(jìn)社會自治的完善。
[Abstract]:Since its establishment in 1954, the street office, as an extension of the grassroots power in our country, has played an irreplaceable role in the field of social governance, especially after the disintegration of the "unit system". Since the reform and opening up, the rapid development of economy and the continuous improvement of material level make the public dissatisfied with the management mode of high control and low efficiency of the street office, which hinders the growth of civil society and the development of community autonomy. And put forward new expectation and request to street office. With the gradual deepening of the reform of the administrative system at the grass-roots level in our country, the voice of the reform of the sub-district office system is becoming louder and louder, and many local governments have launched a pilot reform aimed at the sub-district office system. In this paper, by investigating the historical evolution and realistic status of the subdistrict office, the paper discusses the governance dilemma and its underlying reasons, and takes it as the starting point. Based on the experience of basic level governance and reform at home and abroad, this paper puts forward the reform path of subdistrict office. This paper tries to strengthen the internal construction of the sub-district offices by straightening out the tripartite relations between the local and grass-roots governments and the residents' committees. Measures such as raising residents' sense of autonomy can promote the subdistrict offices to provide better public services to the masses and promote the improvement of social autonomy.
