【摘要】：中國(guó)紅十字會(huì)是我國(guó)公益慈善事業(yè)最大也是最重要的非營(yíng)利組織。一方面,作為黨和政府在人道領(lǐng)域發(fā)揮主導(dǎo)性作用的得力助手,它在開展人道救助工作、反映群眾訴求、兜住民生底線、化解社會(huì)矛盾等方面一直發(fā)揮著獨(dú)特的作用與優(yōu)勢(shì)。但另一方面,質(zhì)疑的聲音又不絕于耳,特別是2011年“郭美美事件”曝光以后,有關(guān)“紅會(huì)”的貪腐傳聞不斷在網(wǎng)上流傳,更使得紅十字會(huì)形象大打折扣,紅十字事業(yè)雪上加霜。2015年5月5日,習(xí)近平總書記在中國(guó)紅十字會(huì)第十次全國(guó)會(huì)員代表大會(huì)上曾指出,紅十字“不僅是一種精神,更是一面旗幟”,這就為中國(guó)的紅十字事業(yè)發(fā)展指明了前進(jìn)方向,也為我們今天重振紅十字事業(yè),發(fā)揮其應(yīng)有的社會(huì)功效,承擔(dān)其應(yīng)有的社會(huì)責(zé)任提出了新的要求。本文以泰州紅十字會(huì)為研究對(duì)象,借助公共管理學(xué)中的合約失靈、委托代理、政府失靈理論、志愿失靈理論,運(yùn)用文獻(xiàn)研究法、數(shù)據(jù)分析法、對(duì)比分析法等方法,在系統(tǒng)梳理其發(fā)展現(xiàn)狀的基礎(chǔ)上,深入剖析泰州市紅十字會(huì)當(dāng)下發(fā)展過程中遇到的困境與難題,然后通過有關(guān)南通市紅十字會(huì)成功經(jīng)驗(yàn)的引入,提出改善其發(fā)展的諸多可行性建議。隨著1996年設(shè)立省屬泰州市以后,泰州市紅十字會(huì)不僅在具體建制上進(jìn)行了相應(yīng)的調(diào)整,而且在基本職能上也進(jìn)行了必要的規(guī)范。從目前的內(nèi)部治理結(jié)構(gòu)、監(jiān)督機(jī)制運(yùn)作、主要職能發(fā)揮上看,一定程度上履行了其應(yīng)有的社會(huì)義務(wù),為泰州地區(qū)的社會(huì)保障事業(yè)做出應(yīng)有的貢獻(xiàn)。但由于其內(nèi)部管理體制中仍然有諸多不完善之處,約束機(jī)制切實(shí)有效性缺失,以及因人們的慈善意識(shí)淡薄和紅十字會(huì)本身的公信力不足而導(dǎo)致社會(huì)支持度不高等問題的存在,使得泰州市紅十字會(huì)的發(fā)展困難重重,前景堪憂。而與泰州相鄰的南通市紅十字會(huì)在這方面為我們提供了許多成功經(jīng)驗(yàn),如注重自身文化建設(shè),謀求政府支持,重建制度保障體系,提高社會(huì)籌資能力,突出打造城市名片,讓志愿服務(wù)常態(tài)化等等。因此,借鑒南通市的成功經(jīng)驗(yàn),改善自身的管理機(jī)制,使人才隊(duì)伍專職化與專業(yè)化、運(yùn)營(yíng)機(jī)制公開化與透明化、治理結(jié)構(gòu)規(guī)范化。同時(shí),加大政府的資金支持力度與政策扶持的程度,以及積極宣傳教育,善于運(yùn)用法律武器維護(hù)自身權(quán)益,以提高社會(huì)支撐強(qiáng)度等,將不失為解決泰州紅十字會(huì)當(dāng)下困境的有效之舉。
[Abstract]:The Red Cross Society of China is the largest and most important non-profit organization in China. On the one hand, as the leading assistant of the Party and the government in the field of humanity, it has always played a unique role and advantage in carrying out humanitarian relief work, reflecting the demands of the masses, holding the bottom line of people's livelihood, resolving social contradictions, and so on. On the other hand, the voices of skepticism continue to be heard. Especially after the "Guo Mei-mei incident" came to light in 2011, the corruption rumors about the "Red Cross" continued to circulate on the Internet, which made the Red Cross's image greatly diminished. The cause of the Red Cross is even worse. On May 5, 2015, General Secretary Xi Jinping stated at the 10th National Congress of the Chinese Red Cross that the Red Cross was "not only a spirit, but also a banner." This has pointed out the way forward for the development of the Red Cross cause in China, and has put forward new requirements for us to revitalize the Red Cross cause today, to give play to its due social effect and to shoulder its due social responsibility. This paper takes Taizhou Red Cross Society as the research object, with the help of contract failure, principal-agent theory, government failure theory, voluntary failure theory, literature research method, data analysis method, comparative analysis method and so on. On the basis of systematically combing the current development situation of the Red Cross Society in Taizhou City, the difficulties and difficulties encountered in the current development process of the Red Cross Society in Taizhou City are deeply analyzed, and then the successful experience of the Red Cross Society in Nantong City is introduced. Some feasible suggestions for improving its development are put forward. With the establishment of Taizhou in 1996, the Taizhou Red Cross has not only made corresponding adjustments in the specific system, but also carried out the necessary norms in the basic functions. From the current internal governance structure, supervision mechanism operation, the main functions play, to a certain extent, it has fulfilled its due social obligations, and made due contributions to the social security in Taizhou. However, there are still many imperfections in its internal management system, the lack of practical effectiveness of the restraint mechanism, and the lack of charity consciousness and the lack of credibility of the Red Cross itself, which lead to the low degree of social support. Taizhou Red Cross made the development of a lot of difficulties, the prospects are worrying. The Red Cross Society of Nantong City, which is adjacent to Taizhou, has provided us with many successful experiences in this respect, such as paying attention to our own cultural construction, seeking government support, rebuilding the system guarantee system, improving the ability of social financing, and highlighting the creation of city business cards. Normalize volunteerism and so on. Therefore, using the successful experience of Nantong City for reference, improving its own management mechanism, making the talent team full-time and specialized, the operation mechanism open and transparent, and the governance structure standardized. At the same time, we should increase the government's financial support and the degree of policy support, actively publicize and educate, be good at using legal weapons to safeguard their own rights and interests, so as to enhance the strength of social support, etc. It will be an effective way to solve the current plight of Taizhou Red Cross.
