【摘要】：目前學(xué)術(shù)界從央地關(guān)系的視角認(rèn)為政策執(zhí)行偏差主要來(lái)自于縱向的分權(quán)和地方政府的偏好。論文聚焦于影響地方政府開(kāi)展機(jī)構(gòu)改革速度的因素,基于對(duì)2013年我國(guó)食品安全監(jiān)管機(jī)構(gòu)改革進(jìn)度的實(shí)證研究,通過(guò)觀察分析全國(guó)333個(gè)地級(jí)行政單位是否依照中央政府的要求按時(shí)完成改革,對(duì)改革進(jìn)度的影響因素進(jìn)行定量回歸分析,從地方政府的角度說(shuō)明影響地方政府執(zhí)行中央政策的因素。研究發(fā)現(xiàn):較低的經(jīng)濟(jì)發(fā)展水平、較多的特定政策領(lǐng)域的負(fù)面事件、較低的少數(shù)民族人口占比、較早的上一輪改革完成時(shí)間、周圍城市較早的完成和省級(jí)改革的較早完成有助于當(dāng)?shù)丶涌旄母镞M(jìn)度,也有助于提高地方政府對(duì)中央政府的依從性�；诖�,論文認(rèn)為我國(guó)當(dāng)前中央通過(guò)人事、財(cái)政等權(quán)力對(duì)地方控制的基本情況沒(méi)有變化,但是地方自身偏好成為可以影響政策的執(zhí)行偏差的因素。此外地方政府積極保持正面形象、消除負(fù)面影響的努力也會(huì)影響到機(jī)構(gòu)改革的速度。
[Abstract]:From the perspective of the relationship between central and local government, the academic circles believe that the deviation of policy implementation mainly comes from vertical decentralization and local government preference. The paper focuses on the factors that influence the speed of local governments' institutional reform, based on the empirical research on the progress of food safety regulatory reform in China in 2013. By observing and analyzing whether 333 administrative units at the prefectural level have completed the reform on time in accordance with the requirements of the central government, quantitative regression analysis has been carried out on the factors affecting the progress of the reform. From the point of view of local government, explain the factors that affect the implementation of central policy by local government. The study found that: lower level of economic development, more negative events in specific policy areas, lower proportion of ethnic minorities, earlier completion time of the last round of reform, The earlier completion of the surrounding cities and the earlier completion of the provincial reforms will help the local governments to speed up the reform process and enhance the compliance of the local governments with the central government. Based on this, the paper holds that the basic situation of central government control over local government through personnel, finance and other powers has not changed at present, but local preferences have become the factors that can influence the implementation of policies. In addition, local governments' efforts to maintain a positive image and eliminate negative effects will also affect the speed of institutional reform.
