【摘要】：在我國政府的金字塔型層級(jí)結(jié)構(gòu)中,基層政府承擔(dān)了自上而下的各項(xiàng)具體工作任務(wù),因此基層政府工作的績效如何顯得尤其重要。當(dāng)前各地普遍推廣基層政府績效考核,然而基層政府績效考核是否確實(shí)有效地促進(jìn)了基層政府工作是個(gè)更加重要的議題。對(duì)此,本文以晉江市基層政府績效考核有效性為研究對(duì)象,在對(duì)基層政府績效考核有效性的關(guān)鍵要素進(jìn)行分析的基礎(chǔ)上,重點(diǎn)以晉江市作為案例對(duì)基層政府績效考核進(jìn)行實(shí)證分析,以此來總結(jié)出相應(yīng)的實(shí)證分析結(jié)果,提出基層政府績效考核的完善對(duì)策,更好地提高基層政府績效考核水平,全面地發(fā)揮出基層政府的職能作用。當(dāng)前,我國在對(duì)基層政府績效考核方面進(jìn)行了相應(yīng)的評(píng)估,但是,在評(píng)估成本以及評(píng)估的實(shí)效性方面,取得的成果并不理想。本文以晉江市基層政府績效考核有效性作為研究對(duì)象,重點(diǎn)從五個(gè)方面進(jìn)行了具體研究,主要研究內(nèi)容有:第一部分為緒論,主要對(duì)本文的研究背景、研究意義以及所涉及的概念等進(jìn)行了相應(yīng)的論述,為本研究的開展明確總體方向和具體的研究方向。在第二部分中重點(diǎn)對(duì)于晉江市的考核進(jìn)行了分析,主要針對(duì)政績考核與經(jīng)濟(jì)增速問題進(jìn)行了詳細(xì)的分析,主要針對(duì)政績的幾個(gè)方面進(jìn)行了分析,關(guān)鍵測量維度以及公眾評(píng)議調(diào)查中的關(guān)鍵測量維度設(shè)計(jì),為本文的實(shí)證分析提供理論基礎(chǔ)。第三部分為基于晉江市基層政府績效考核的實(shí)證分析,從背景介紹、公眾評(píng)議的調(diào)查方案的編撰、如何組織以及實(shí)施調(diào)查,從而獲得真實(shí)的數(shù)據(jù),然后對(duì)于這些數(shù)據(jù)進(jìn)行了具體的實(shí)證分析。第四部分為實(shí)證結(jié)果分析及對(duì)策建議,主要是對(duì)本文的實(shí)證結(jié)果進(jìn)行分析,并提出了針對(duì)性的建議。第五部分為結(jié)論與展望,主要是對(duì)本研究進(jìn)行總結(jié),尤其是對(duì)公眾評(píng)議的基層政府績效考核的實(shí)證分析進(jìn)行總結(jié),進(jìn)而對(duì)未來基層政府績效考核的完善提出展望。
[Abstract]:In the pyramid structure of our government, the grass-roots government undertakes the specific tasks from the top to the bottom, so the performance of the grass-roots government is particularly important. At present, the grass-roots government performance appraisal is widely popularized, but it is a more important issue whether the grass-roots government performance appraisal really effectively promotes the grass-roots government work. Therefore, this paper takes the effectiveness of the performance appraisal of the grass-roots government in Jinjiang as the research object, on the basis of the analysis of the key elements of the effectiveness of the performance appraisal of the grass-roots government, Taking Jinjiang City as a case study, this paper analyzes the performance appraisal of grass-roots government in order to sum up the corresponding results of empirical analysis, and put forward the perfect countermeasures to improve the performance appraisal level of grass-roots government. Give full play to the function of the basic level government. At present, our country has carried on the corresponding appraisal to the grass-roots government performance appraisal aspect, but, in the appraisal cost and the appraisal actual effect aspect, the achievement is not ideal. This paper takes the effectiveness of Jinjiang grass-roots government performance appraisal as the research object, focusing on five aspects of specific research, the main research contents are: the first part is the introduction, the main research background of this paper, The significance of the research and the concepts involved are discussed in order to make clear the general direction and the specific research direction of this study. In the second part, it focuses on the analysis of Jinjiang City's performance assessment, mainly on the performance assessment and economic growth rate, mainly on several aspects of the performance analysis. The key measurement dimension and the key measurement dimension design in the public opinion survey provide the theoretical basis for the empirical analysis in this paper. The third part is the empirical analysis based on the performance appraisal of the grass-roots government in Jinjiang City, from the background introduction, the compilation of the survey plan of public comment, how to organize and carry out the investigation, so as to obtain the real data. Then, the empirical analysis of these data is carried out. The fourth part is the empirical results analysis and countermeasures, mainly the empirical results of this paper, and put forward targeted recommendations. The fifth part is the conclusion and prospect, which is the conclusion of this study, especially the empirical analysis of the public evaluation of grass-roots government performance evaluation, and then put forward the prospects for the future improvement of grass-roots government performance appraisal.
