【摘要】：責(zé)任型政府是一種隨著現(xiàn)代社會(huì)發(fā)展而產(chǎn)生的新的政府形態(tài),它承擔(dān)著整個(gè)社會(huì)發(fā)展的責(zé)任。責(zé)任型政府是對(duì)人民高度負(fù)責(zé)的政府。政府機(jī)關(guān)及其工作人員必須科學(xué)、合理、有效地履行職責(zé),一旦違法失職或行政不當(dāng),就必須承擔(dān)相應(yīng)的責(zé)任。從改革開放以來(lái),我國(guó)社會(huì)與經(jīng)濟(jì)發(fā)展面臨許多機(jī)遇與挑戰(zhàn),同時(shí)人民內(nèi)部矛盾也出現(xiàn)諸多新的特點(diǎn)與表現(xiàn)形式。這要求各級(jí)政府具有更敏銳的洞察力與更強(qiáng)烈的責(zé)任心,能夠更好的把握與應(yīng)對(duì),始終把人民的根本利益作為一切工作的出發(fā)點(diǎn)與落腳點(diǎn)。當(dāng)前,心中有黨、心中有民、心中有責(zé),心中有戒的“四有”干部戰(zhàn)略布局已經(jīng)宏偉開篇,責(zé)任型政府的價(jià)值意義愈加凸顯。為事業(yè)盡責(zé),對(duì)人民負(fù)責(zé),必須讓責(zé)任型政府的建設(shè)步入正軌。責(zé)任型政府的建設(shè)是我國(guó)政府轉(zhuǎn)型的題中之義,它體現(xiàn)了政府管理理念、工作重心、行為方式等整體性范式與模型的轉(zhuǎn)換和演進(jìn)。在責(zé)任型政府理念的指導(dǎo)下,電視問(wèn)政節(jié)目風(fēng)生水起。電視問(wèn)政讓公眾第一次有了直面政府、對(duì)話政府、質(zhì)疑政府的機(jī)會(huì),一時(shí)成為政府了解群眾所思、所盼的重要渠道,有效促進(jìn)了一些老大難問(wèn)題的解決,是解決政府不作為、亂作為、慢作為的一種有效途徑,是滿足公眾參政議政熱情的一條暢通渠道,電視問(wèn)政風(fēng)頭一時(shí)無(wú)兩。但是,隨著電視問(wèn)政的推行,其效果卻反而日益衰退,差強(qiáng)人意,許多問(wèn)題逐漸暴露:問(wèn)政停留在一些重復(fù)的民生問(wèn)題層面,諸如環(huán)境問(wèn)題、城市管理等等,難以深入;一些政府負(fù)責(zé)人在電視上面對(duì)一些提問(wèn)臉紅、出汗的場(chǎng)面已不多見,更多的是他們面不改色的“深表歉意”“立即調(diào)查”“馬上整改”等套路式答復(fù);節(jié)目多數(shù)嚴(yán)重依賴當(dāng)?shù)匾话咽值囊庵?難以常態(tài)化;被問(wèn)政官員當(dāng)面承諾,背后棄諾,問(wèn)政過(guò)后,問(wèn)題也遲遲得不到解決等等,政府官員的承諾打了水漂,公信力在一次又一次“問(wèn)了也白問(wèn)”中逐漸流失。完全背離了責(zé)任型政府的建設(shè)理念。因此,探討當(dāng)前電視問(wèn)政存在的問(wèn)題并提出可行的解決方案,讓電視問(wèn)政在契合責(zé)任型政府建設(shè)的方向下發(fā)展,使其發(fā)揮應(yīng)有的作用,具有重要意義。
[Abstract]:The responsible government is a new form of government with the development of modern society, and it bears the responsibility of the development of the whole society. A responsible government is a government that is highly responsible to the people. Government organs and their staff must perform their duties scientifically, reasonably and effectively. Since the reform and opening up, China's social and economic development is faced with many opportunities and challenges, at the same time, there are many new characteristics and manifestations of contradictions among the people. This requires governments at all levels to have a sharper insight and a stronger sense of responsibility, to better grasp and respond to the fundamental interests of the people as the starting point and end of all work. At present, the Party, the people, the responsibility in the heart and the strategic layout of the "four have" cadres in the mind have already opened, and the value of the responsible government has become more and more significant. Responsible for the cause, accountable to the people, we must let the responsible government on track. The construction of the responsible government is the meaning of the transformation of our government, which embodies the transformation and evolution of the whole paradigm and model of the government management idea, the focus of work, the behavior mode and so on. Under the guidance of the concept of responsible government, the TV political program wind and water. For the first time, the public has the opportunity to directly face the government, to talk to the government, to question the government, to become an important channel for the government to understand what the masses think and want, to effectively promote the solution of some old and difficult problems, and to solve the government's inaction. The effective way of disorderly action and slow action is a smooth channel to satisfy the enthusiasm of public participation in politics. However, with the implementation of TV politics, its effect is declining day by day, so many problems are gradually exposed: the question of politics stays at the level of repeated livelihood issues, such as environmental problems, urban management and so on, it is difficult to go deep; Some government officials on television face some questions blushing, sweating scene is rare, more is their face does not change color "deep apology", "immediate investigation", "immediate rectification" and other routine replies; Most of the programs rely heavily on the will of the local leaders and are difficult to regularize. When asked to make promises in person, they abandon their promises behind the scenes, and after they ask for political affairs, the problems are still unresolved, and so on. The promises of government officials have been wasted. Credibility in again and again, "asked the white question" gradually lost. Completely deviate from the concept of responsible government construction. Therefore, it is of great significance to probe into the problems existing in the current TV polices and put forward feasible solutions, so that the TV polices can develop in the direction of the construction of the responsible government and make it play its due role.
