【摘要】：目前我國(guó)正處于社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,面臨的機(jī)遇增多,面對(duì)的挑戰(zhàn)也在增加,由各類矛盾和各種問(wèn)題引發(fā)的公共危機(jī)也呈多發(fā)態(tài)勢(shì)。頻繁發(fā)生的公共危機(jī)事件,給人民的生命和財(cái)產(chǎn)安全造成了威脅,給經(jīng)濟(jì)發(fā)展與構(gòu)建和諧社會(huì)帶來(lái)了阻力。如何有效防范、及時(shí)處置公共危機(jī),成為我國(guó)政府不可不重視的重大課題。危機(jī)決策作為公共危機(jī)管理的核心環(huán)節(jié),在危機(jī)管理中起著決定性的作用,可以說(shuō),危機(jī)決策的成敗決定著危機(jī)的未來(lái)發(fā)展方向。目前,在應(yīng)對(duì)現(xiàn)階段事件性質(zhì)及內(nèi)容復(fù)雜化、多樣化的公共危機(jī)時(shí),我國(guó)的危機(jī)決策越來(lái)越突顯出局限性。因此,提升我國(guó)公共危機(jī)決策質(zhì)量顯得十分必要和迫切,這對(duì)于提升政府的公共危機(jī)管理能力也具有重大意義。本文結(jié)合現(xiàn)階段我國(guó)國(guó)情和新時(shí)期公共危機(jī)事件的特點(diǎn),立足于公共危機(jī)決策的內(nèi)涵及核心要素,對(duì)目前我國(guó)公共危機(jī)決策存在的決策機(jī)構(gòu)不完善、協(xié)調(diào)性不足、法律制度不健全等問(wèn)題及原因進(jìn)行分析,并通過(guò)對(duì)國(guó)外公共危機(jī)決策先進(jìn)經(jīng)驗(yàn)的學(xué)習(xí)與總結(jié),有針對(duì)性的提出符合我國(guó)國(guó)情的提高公共危機(jī)決策的對(duì)策與建議,力求通過(guò)本文的研究,在一定程度上為政府優(yōu)化我國(guó)公共危機(jī)決策以及危機(jī)決策研究提供參考。
[Abstract]:At present, our country is in the critical period of social transformation, facing more opportunities and challenges, and the public crisis caused by all kinds of contradictions and problems is also in a situation of frequent occurrence. The frequent public crises threaten the people's life and property security, and bring resistance to the economic development and the construction of a harmonious society. How to effectively prevent and deal with public crisis in time has become an important issue that our government should pay attention to. Crisis decision, as the core link of public crisis management, plays a decisive role in crisis management. It can be said that the success or failure of crisis decision-making determines the future development direction of crisis. At present, when dealing with the complicated nature and content of the current events and the diversified public crises, the crisis decision of our country has more and more obvious limitations. Therefore, it is necessary and urgent to improve the quality of our country's public crisis decision-making, which is also of great significance to enhance the government's ability of public crisis management. Based on the current situation of our country and the characteristics of the public crisis events in the new period, this paper bases on the connotation and core elements of the public crisis decision making, and it is not perfect and harmonious to the decision-making organization of the public crisis decision in our country at present. This paper analyzes the problems and causes of the imperfect legal system, and through the study and summary of the advanced experience of foreign public crisis decision-making, puts forward the countermeasures and suggestions to improve the public crisis decision-making in accordance with the national conditions of our country. Through the study of this paper, to a certain extent, to provide a reference for the government to optimize the public crisis decision-making and crisis decision-making research.
