【摘要】：推進(jìn)國家治理體系和治理能力現(xiàn)代化必須創(chuàng)新社會(huì)治理組織結(jié)構(gòu)。當(dāng)前我國社會(huì)治理要以習(xí)近平總書記指出的"社會(huì)化、法治化、智能化、專業(yè)化"為要求,在"黨委領(lǐng)導(dǎo)、政府主導(dǎo)、社會(huì)協(xié)同、公眾參與、法治保障"為原則下,針對傳統(tǒng)治理組織體系政府單一主體、權(quán)力自上而下逐級(jí)控制、組織方式不靈活等問題,創(chuàng)新治理組織結(jié)構(gòu),逐步形成治理主體體系的網(wǎng)絡(luò)化結(jié)構(gòu)、治理權(quán)力運(yùn)行的互動(dòng)化結(jié)構(gòu)以及組織方式上的彈性化結(jié)構(gòu)。
[Abstract]:To promote the modernization of national governance system and governance ability, we must innovate the social governance organization structure. At present, the social governance of our country should be required by "socialization, rule of law, intelligence and specialization" as pointed out by General Secretary Xi Jinping, under the principle of "leading by the Party committee, leading by the government, social cooperation, public participation, and guarantee of the rule of law". Aiming at the problems of single subject of government, hierarchical control of power from top to bottom and inflexibility of organization mode in traditional governance organization system, the network structure of governance subject system is gradually formed by innovating the governance organizational structure. The interactive structure of the operation of governance power and the elastic structure in the way of organization.
