【摘要】：近年來,在基層政府推動與資本逐利的雙重驅(qū)動下,工商資本下鄉(xiāng)大規(guī)模轉(zhuǎn)入農(nóng)地。通過對基層政府推動"資本下鄉(xiāng)"的背后邏輯和"資本下鄉(xiāng)"的運作機(jī)制進(jìn)行分析,本文發(fā)現(xiàn),基層政府、工商資本結(jié)成"權(quán)力—資本"利益共同體,共同應(yīng)對土地流轉(zhuǎn)中分散孤立的農(nóng)戶;村級組織成為下鄉(xiāng)的工商資本管理分散農(nóng)戶的代理人;基層政府聯(lián)合下鄉(xiāng)的工商資本共同獲取涉農(nóng)項目利益和土地增值利潤,其自主利益越來越獨立于公眾利益,"資本下鄉(xiāng)"背景下鄉(xiāng)村治理缺乏公共性:治理目標(biāo)在一定程度上違背農(nóng)民公共利益,治理方式在民主參與方面有待完善,治理資源利用趨向內(nèi)卷化,治理結(jié)果不利于農(nóng)村發(fā)展,這些都導(dǎo)致基層政權(quán)的民意基礎(chǔ)遭到削弱。為了建構(gòu)鄉(xiāng)村治理公共性,需要從改善基層政府治理機(jī)制、完善地方政府治理體制、發(fā)展農(nóng)村社會力量三個方面做出努力。
[Abstract]:In recent years, driven by the promotion of grass-roots government and the profit of capital, industrial and commercial capital has been transferred to rural land on a large scale. Based on the analysis of the logic behind the "capital going to the countryside" and the operating mechanism of "capital going to the countryside", this paper finds that the grass-roots government and the industrial and commercial capital form the "power-capital" interest community. Joint efforts should be made to deal with scattered and isolated peasant households in land circulation; village-level organizations become agents for decentralized rural households in the management of industrial and commercial capital in rural areas; and grass-roots governments' joint industrial and commercial capital in rural areas can jointly obtain the benefits of agriculture-related projects and land value-added profits, Its independent interests are more and more independent from the public interests. Under the background of "capital going to the countryside", rural governance lacks publicity: the governance goal violates the public interests of farmers to a certain extent, and the way of governance needs to be improved in the aspect of democratic participation. The utilization of governance resources tends to be inner-curled, and the result of governance is not conducive to rural development, which results in the weakening of the public opinion base of the grassroots regime. In order to construct the public nature of rural governance, it is necessary to make efforts in three aspects: improving the governance mechanism of grass-roots government, perfecting the governance system of local government, and developing rural social forces.
