【摘要】：改革開放三十年來,在中國經(jīng)濟(jì)發(fā)生翻天覆地變化的同時(shí),腐敗問題亦變得日益嚴(yán)峻,反腐敗成為成為中國經(jīng)濟(jì)發(fā)展道路上急需解決的問題。在黨十八大的推動(dòng)下,網(wǎng)絡(luò)反腐的透明性、公開性使其從眾多反腐路徑中脫穎而出。在政府信息公開條例實(shí)施的大背景下,隨著網(wǎng)絡(luò)反腐的日益興盛,公民要求官員個(gè)人信息公開訴求越來越高。官員的灰色收入、私生活、私有財(cái)產(chǎn)、越級(jí)提拔等成為了公眾爆料的緣由。網(wǎng)民通過人肉搜索,將涉及官員腐敗的信息進(jìn)行整合,通過網(wǎng)絡(luò)曝光的形式展現(xiàn)在公眾眼前,伴隨著網(wǎng)民的轉(zhuǎn)發(fā)、評(píng)論和交流促使信息內(nèi)容變得更加飽滿和可信,在這一過程中,新媒體和傳統(tǒng)媒體共同發(fā)力致使信息發(fā)生裂變,最終督促反腐機(jī)構(gòu)介入并對(duì)腐敗分子進(jìn)行法律制裁。本文采用案例分析的研究方法,著重分析在網(wǎng)絡(luò)反腐中,官員個(gè)人信息是如何一步步從個(gè)人隱私成為公共議論話題,以此建構(gòu)出其公開化過程的基本框架,提出問題進(jìn)行研究。
[Abstract]:In the three decades of reform and opening up, the corruption problem has become increasingly serious while the Chinese economy has undergone earth-shaking changes. Anti-corruption has become a problem that needs to be solved on the road of China's economic development. Driven by the 18th Party Congress, the transparency and openness of network anti-corruption make it stand out from many anti-corruption paths. Under the background of the implementation of the government information disclosure regulations, with the increasing prosperity of the network anti-corruption, the citizens demand the official personal information disclosure demand higher and higher. Officials' grey income, private life, private property, promotion and so on have become the cause of public revelations. Internet users, through human flesh search, integrate information related to official corruption and expose it to the public in the form of network exposure. With netizens' retweets, comments and exchanges make the information content more full and credible. In this process, the new media and the traditional media work together to cause the information to be fission, and finally urge the anti-corruption agencies to intervene and punish the corrupt elements. In this paper, the case study method is used to analyze how the personal information of officials becomes a topic of public discussion step by step in the network anti-corruption, so as to construct the basic framework of its open process, and put forward the question to carry on the research.
