【摘要】：城市化程度是一個國家經(jīng)濟發(fā)展，特別是工業(yè)生產(chǎn)發(fā)展的一個重要標志。近年來隨著我國經(jīng)濟的快速發(fā)展，城市化進程隨之不斷加快。雖然這期間各地經(jīng)濟得到了較為快速的發(fā)展，伴隨而來的還有失地農(nóng)民人數(shù)的大量增加。失去土地后，失地農(nóng)民面臨著諸如教育、就業(yè)、醫(yī)療、衛(wèi)生、養(yǎng)老等問題，在這些問題中，失地農(nóng)民的養(yǎng)老保險問題受到的關注更多。在失地農(nóng)民養(yǎng)老保險問題的解決中，無論從政府管理角度來講，，還是從政府責任理論角度來講，政府作為公共政策的提供者，理應承擔主要責任。湖北省作為中部最大的幾個省份之一，又身處長江中游城市群，近年來城市化發(fā)展速度加快，大批失地農(nóng)民應運而生，這些失地農(nóng)民同樣面臨著養(yǎng)老保險問題。本文將新公共服務理論、公共產(chǎn)品理論和社會公平理論作為理論支撐，對政府在失地農(nóng)民養(yǎng)老保險制度建設中的責任進行了定位分析，同時結(jié)合走訪中獲得的相關數(shù)據(jù)材料分析，對政府在失地農(nóng)民養(yǎng)老保險中的責任現(xiàn)狀、問題及原因進行了系統(tǒng)分析，最后以湖北省“《省人民政府關于被征地農(nóng)民參加基本養(yǎng)老保險的指導意見》“的出臺為契機，通過對國外在農(nóng)村養(yǎng)老保險制度建設中的政府責任承擔進行有選擇性的借鑒，對湖北省失地農(nóng)民養(yǎng)老保險制度建設中政府責任實現(xiàn)路徑進行探析，提出明確各級政府工作職責、增強對失地農(nóng)民養(yǎng)老保險法律保護、遵循先保后征原則、完善各項配套政策、建立有效的利益表達機制等建議。
[Abstract]:The degree of urbanization is an important symbol of a country's economic development, especially the development of industrial production. In recent years, with the rapid development of China's economy, the process of urbanization has been accelerated. While local economies grew faster during the period, the number of landless farmers increased dramatically. After losing land, landless farmers are faced with such problems as education, employment, medical treatment, health care, old-age care and so on. In these problems, the problem of land-lost farmers' old-age insurance is paid more attention. In the solution of the problem of land-lost farmers' endowment insurance, the government, as the provider of public policy, should bear the main responsibility, not only from the angle of government management, but also from the angle of government responsibility theory. Hubei Province is one of the biggest provinces in the middle of the Yangtze River. In recent years, the development of urbanization has accelerated, and a large number of land-lost farmers have emerged as the times require. These land-lost farmers are also facing the problem of old-age insurance. This paper takes the new public service theory, the public product theory and the social equity theory as the theoretical support, and analyzes the responsibility of the government in the construction of the land-lost peasants' endowment insurance system. At the same time, based on the analysis of the relevant data and materials obtained during the visit, the present situation, problems and reasons of the government's responsibility in the land-lost farmers' endowment insurance are systematically analyzed. Finally, taking the "guidance opinion of the Provincial people's Government on the Land expropriated Farmers to participate in the basic Endowment Insurance" as the turning point, this paper makes a selective reference to the foreign government responsibility in the construction of the rural old-age insurance system. This paper probes into the path of the realization of the government responsibility in the construction of the land-lost peasants' endowment insurance system in Hubei Province, and puts forward that the government at all levels should make clear its working responsibilities, strengthen the legal protection of the land-lost peasants' old-age insurance, follow the principle of first insurance and then levy, and perfect the supporting policies. Establish effective interest expression mechanism and other suggestions.
