【摘要】：1975年8月,淮河上游突降特大暴雨,造成多座水庫垮壩,引發(fā)特大洪災(zāi)。災(zāi)情發(fā)生后,黨中央及時(shí)給予了慰問并頒行了一系列行之有效的舉措。在具體的實(shí)施過程中,政府對(duì)災(zāi)民的衣食住行及農(nóng)業(yè)生產(chǎn)、鄉(xiāng)村建設(shè)進(jìn)行了全方位的政策指導(dǎo)和財(cái)力物力支援,是災(zāi)民安全渡災(zāi)的重要保障。作為此次災(zāi)害救助的直接對(duì)象和直接受益者的災(zāi)民,對(duì)以毛澤東為代表的中共中央充滿著無比的感激之情,但當(dāng)救助不足時(shí),也會(huì)毫不猶豫的發(fā)出自己的訴求�；鶎诱鳛榇舜尉葹�(zāi)中的底層環(huán)節(jié),上代表國家,下代表民眾、在救助能力有限的情況下,面對(duì)國家和民眾的殷切期盼,無形中承擔(dān)著巨大的壓力。在1975年淮河大水災(zāi)救助的過程中,國家、集體、民眾三者保持著微妙的聯(lián)系,既相互博弈又相互依賴。通過它們的互動(dòng),國家在不斷提高救助標(biāo)準(zhǔn),民眾也在盡自己所能完成災(zāi)后的重建工作,可以看出三者在妥協(xié)中前行,而這種矛盾關(guān)系又保證了災(zāi)后救助的穩(wěn)定性和長期性。
[Abstract]:August 1975, the upper reaches of the Huaihe River sudden heavy rain, resulting in the collapse of many reservoirs, causing catastrophic floods. After the disaster, the CPC Central Committee promptly gave condolences and issued a series of effective measures. In the concrete implementation process, the government has carried on the omni-directional policy guidance and the financial and material resources support to the disaster victim's clothing, shelter, transportation and agricultural production, the countryside construction, is the disaster victim safe to tide over the disaster important safeguard. The disaster victims, who are the direct targets and beneficiaries of the disaster relief, are very grateful to the CPC Central Committee, represented by Mao Zedong, but they will not hesitate to make their own appeal when the relief is insufficient. As the bottom link of the disaster relief, the grass-roots government represents the country and the people. Under the condition of limited rescue capacity, the grassroots government faces the eager expectations of the state and the public, and bears the enormous pressure imperceptibly. In the course of flood relief in the Huaihe River in 1975, the three countries, collectives and people maintained subtle relations, which were both game and interdependence. Through their interaction, the country is constantly improving the rescue standards, and the people are doing their best to complete the reconstruction work after the disaster. It can be seen that the three are moving forward in the compromise, and this contradictory relationship ensures the stability and long-term nature of the post-disaster relief.
