【摘要】：信息化時(shí)代,數(shù)字化技術(shù)在各行各業(yè)被廣泛應(yīng)用,已經(jīng)成為改變經(jīng)濟(jì)社會(huì)發(fā)展的重要力量。城市管理作為經(jīng)濟(jì)社會(huì)管理活動(dòng)中的重要部分,也日益受到數(shù)字技術(shù)的影響。城市管理涉及到市政建設(shè)、園林綠化、道路交通、環(huán)境衛(wèi)生等方方面面,工作內(nèi)容多,工作環(huán)境復(fù)雜,如何管理好城市對(duì)各國(guó)政府來(lái)說(shuō)都是一個(gè)復(fù)雜的課題。隨著數(shù)字化技術(shù)的發(fā)展,實(shí)施數(shù)字化城市管理已經(jīng)成為全球性的趨勢(shì)。數(shù)字化城市管理是一種新型的城市管理方式,相對(duì)于傳統(tǒng)的城市管理方式,數(shù)字化城市管理有著發(fā)現(xiàn)問(wèn)題快、問(wèn)題覆蓋面廣、處置效率高、責(zé)任分工明確、考核機(jī)制健全等優(yōu)點(diǎn),大大提高了城市管理的效能和整體水平,因此越來(lái)越受到各國(guó)政府重視。本文以作者熟悉的威海市數(shù)字化管理信息系統(tǒng)為研究對(duì)象,對(duì)威海市實(shí)施數(shù)字化城市管理方式進(jìn)行研究,通過(guò)文獻(xiàn)研究和實(shí)證研究相結(jié)合的研究方法,分析威海實(shí)施數(shù)字化城市管理應(yīng)用中存在的問(wèn)題,提出針對(duì)性改造措施并對(duì)改造的效果進(jìn)行調(diào)研分析。論文首先論述了課題的研究目的和意義,分別從國(guó)外、國(guó)內(nèi)的數(shù)字化城市管理研究現(xiàn)狀進(jìn)行了分析,并對(duì)課題研究的內(nèi)容及方法進(jìn)行了闡述。接下來(lái)對(duì)數(shù)字化城市管理方式的基礎(chǔ)理論進(jìn)行了重點(diǎn)介紹,闡述了數(shù)字化城市管理的定義和特征,對(duì)數(shù)字化城市管理的五個(gè)構(gòu)成要素和七項(xiàng)關(guān)鍵技術(shù)進(jìn)行了詳細(xì)的描述。在此基礎(chǔ)上介紹了威海市數(shù)字化城市管理產(chǎn)生的背景及應(yīng)用需求,對(duì)威海市數(shù)字化城市管理初期階段的運(yùn)行狀況進(jìn)行了描述和分析。論文的重點(diǎn)部分從六個(gè)方面提出了威海市實(shí)施數(shù)字化城市管理存在的問(wèn)題,深入分析產(chǎn)生這些問(wèn)題的原因,并針對(duì)發(fā)現(xiàn)的問(wèn)題提出了五項(xiàng)針對(duì)性措施進(jìn)行系統(tǒng)改造。論文最后介紹了威海市實(shí)施數(shù)字化城市管理系統(tǒng)改造后取得的成效,對(duì)系統(tǒng)改造過(guò)程中發(fā)現(xiàn)的新問(wèn)題進(jìn)行了描述,并提出了對(duì)未來(lái)實(shí)施城市數(shù)字化管理的一些新設(shè)想。
[Abstract]:In the information age, digital technology has been widely used in all walks of life, and has become an important force to change the economic and social development. As an important part of economic and social management, urban management is increasingly affected by digital technology. Urban management involves many aspects, such as municipal construction, landscaping, road traffic, environmental hygiene and so on. With the development of digital technology, the implementation of digital city management has become a global trend. Digital urban management is a new type of urban management. Compared with the traditional urban management, digital urban management has found problems quickly, has a wide range of problems, high disposal efficiency, clear division of responsibilities. The effectiveness and overall level of urban management have been greatly improved by the advantages of sound assessment mechanism, so more and more attention has been paid by the governments of various countries. In this paper, the author is familiar with the Weihai City Digital Management Information system as the research object, the implementation of Weihai City digital city management methods, through the combination of literature research and empirical research methods, This paper analyzes the problems existing in the implementation of digital city management in Weihai, puts forward the targeted measures and makes investigation and analysis on the effect of the transformation. Firstly, this paper discusses the purpose and significance of the research, analyzes the present situation of digital city management in foreign and domestic countries, and expounds the contents and methods of the research. Then the basic theory of digital city management is introduced, the definition and characteristics of digital city management are expounded, and the five elements and seven key technologies of digital city management are described in detail. On this basis, this paper introduces the background and application requirements of the digital city management in Weihai City, and describes and analyzes the operation status of the initial stage of the digital city management in Weihai City. The key part of the paper puts forward the problems existing in the implementation of digital city management in Weihai City from six aspects, analyzes the causes of these problems in depth, and puts forward five targeted measures to carry out systematic transformation in the light of the problems found. Finally, the paper introduces the achievements of the implementation of the digital city management system in Weihai City, describes the new problems found in the process of the system transformation, and puts forward some new ideas for the future implementation of the urban digital management.
