【摘要】：公路交通是我國(guó)最基礎(chǔ)的交通方式,是經(jīng)濟(jì)和社會(huì)發(fā)展的重要基礎(chǔ)設(shè)施之一。我國(guó)自2000年開始加大對(duì)西部的開發(fā),各類基礎(chǔ)設(shè)施建設(shè)力度不斷加大。公路作為重要的交通基礎(chǔ)設(shè)施,其建設(shè)力度也隨之加大,公路通車?yán)锍淘黾?公路等級(jí)不斷提高,對(duì)當(dāng)?shù)厣鐣?huì)經(jīng)濟(jì)的促進(jìn)作用也日益體現(xiàn)。但在廣闊的中西部地區(qū),地形起伏多變,地質(zhì)復(fù)雜,各類自然災(zāi)害頻發(fā),經(jīng)常發(fā)生因自然災(zāi)害造成的公路交通中斷事故,極大威脅著人民群眾的安全出行和當(dāng)?shù)氐慕?jīng)濟(jì)社會(huì)發(fā)展。迪慶藏區(qū)位于云南省西北部,與四川和西藏的交界處,自然地形垂直高差大,地質(zhì)構(gòu)造錯(cuò)綜復(fù)雜,地勢(shì)大體上北高南低,特殊的條件使公路成為迪慶藏區(qū)最重要的運(yùn)輸方式并且具有重要意義。本文從應(yīng)急管理的角度出發(fā),將迪慶藏區(qū)的公路交通應(yīng)急管理置于民族地區(qū)、經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定等多元視角背景下,勢(shì)必對(duì)原有的應(yīng)急管理理論研究和學(xué)術(shù)成果有一定促進(jìn)作用,尤其是對(duì)藏區(qū)的公路交通應(yīng)急管理、民族團(tuán)結(jié)、經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定等具有重要促進(jìn)意義。筆者首先對(duì)應(yīng)急管理概念、內(nèi)容、主體、特征等進(jìn)行了系統(tǒng)整理。其次對(duì)迪慶藏區(qū)公路交通的現(xiàn)狀、存在的問(wèn)題等進(jìn)行了深入分析。在比較分析的基礎(chǔ)上,對(duì)國(guó)內(nèi)外經(jīng)驗(yàn)進(jìn)行借鑒,結(jié)合迪慶藏區(qū)的實(shí)際,提出了有針對(duì)性的對(duì)策和建議,以提高迪慶藏區(qū)公路交通應(yīng)急管理水平�；趹�(yīng)急管理理論和對(duì)迪慶藏區(qū)公路交通現(xiàn)狀的分析,筆者重點(diǎn)闡述了加強(qiáng)迪慶藏區(qū)公路應(yīng)急管理工作的對(duì)策和建議:一是要修訂和完善公路應(yīng)急預(yù)案,使其有效貫徹;二是整合各部門的應(yīng)急職能,完善應(yīng)急體制,建立統(tǒng)一、高效的應(yīng)急機(jī)構(gòu);三是要重視公路應(yīng)急機(jī)制研究與建設(shè),完善應(yīng)急機(jī)制,保障應(yīng)急工作有序進(jìn)行;四是加大投入,加強(qiáng)應(yīng)急保障能力建設(shè),主要包括應(yīng)急隊(duì)伍、搶險(xiǎn)機(jī)械、物資儲(chǔ)備與管理、應(yīng)急通訊、專項(xiàng)資金等方面;五是加強(qiáng)綜合治理,尤其是加大路網(wǎng)改造和危橋改造力度、執(zhí)行安全生產(chǎn)管理體系、治理超限超載等措施,從整體上提高公路安全水平。
[Abstract]:Road traffic is the most basic mode of transportation in China and one of the most important infrastructure for economic and social development. Since 2000, China began to expand the development of the western region, and the construction of various kinds of infrastructure has been increasing. Highway as an important transportation infrastructure, its construction also increases, highway traffic mileage increases, the highway grade continues to improve, the promotion to the local social economy is also increasingly reflected. However, in the vast central and western regions, the topography is fluctuating, the geology is complex, all kinds of natural disasters occur frequently, and road traffic accidents caused by natural disasters often occur. It is a great threat to the people's safe travel and local economic and social development. The Diqing Tibetan region is located in the northwest of Yunnan Province, at the junction with Sichuan and Tibet. The natural terrain has a large vertical height difference and complicated geological structure. The terrain is generally high in the north and low in the south. The special condition makes the highway become the most important transportation mode and has the important significance in the Tibetan area of Diqing. From the point of view of emergency management, this paper puts the emergency management of highway traffic in Diqing Tibetan area under the background of multi-angle of view, such as minority area, economic development, social stability, etc. It is bound to promote the theoretical research and academic achievements of the original emergency management, especially to the highway traffic emergency management, national unity, economic development, social stability and so on. First of all, the concept, content, subject and characteristics of emergency management are systematically sorted out. Secondly, the current situation and existing problems of highway traffic in Diqing Tibetan area are analyzed in depth. On the basis of comparative analysis, this paper draws lessons from domestic and foreign experience, combines the reality of Diqing Tibetan area, and puts forward some countermeasures and suggestions in order to improve the level of emergency management of highway traffic in Diqing Tibetan area. Based on the theory of emergency management and the analysis of the present situation of highway traffic in Diqing Tibetan area, the author puts emphasis on the countermeasures and suggestions to strengthen the highway emergency management in Diqing Tibetan area: first, to revise and perfect the highway emergency plan so that it can be effectively carried out; Second, integrate the emergency functions of various departments, perfect the emergency response system, establish a unified and efficient emergency response organization; third, attach importance to the research and construction of the highway emergency mechanism, perfect the emergency mechanism, and ensure that the emergency work is carried out in an orderly manner; fourth, increase the investment. Strengthening the building of emergency support capacity, mainly including emergency teams, emergency rescue machinery, material reserve and management, emergency communications, special funds, etc. Fifthly, it is necessary to strengthen comprehensive management, in particular, to increase the intensity of road network reconstruction and dangerous bridge reconstruction. Implement safety production management system, control overloading and other measures to improve highway safety level.
