【摘要】：大數(shù)據(jù)時(shí)代引發(fā)數(shù)"聚"反應(yīng),產(chǎn)生數(shù)據(jù)大爆炸,變革人類社會的生產(chǎn)生活方式,刷新政府治理理念,再造政府治理流程,內(nèi)化為助推政府治理體系與治理能力現(xiàn)代化的驅(qū)動力。大數(shù)據(jù)技術(shù)促使政府治理由技術(shù)驅(qū)動向數(shù)據(jù)驅(qū)動轉(zhuǎn)變,并向場景驅(qū)動跨越。大數(shù)據(jù)的重要價(jià)值在于為政府治理提供"預(yù)測分析"與"決策支持",由此,大數(shù)據(jù)治理成為政府?dāng)?shù)據(jù)治理的新趨勢,并呼喚智慧型政府"精準(zhǔn)化"決策的新需求。當(dāng)前,我國正向智慧政府時(shí)代邁進(jìn),并進(jìn)行積極探索,但也面臨政府大數(shù)據(jù)治理的觀念轉(zhuǎn)變、協(xié)同治理和數(shù)據(jù)開放等方面的困境。應(yīng)樹立大數(shù)據(jù)思維,探索"精準(zhǔn)"決策的新經(jīng)驗(yàn);應(yīng)推動大數(shù)據(jù)治理,發(fā)掘"精準(zhǔn)"決策的新模式;應(yīng)健全大數(shù)據(jù)法規(guī),打造"精準(zhǔn)"決策的新生態(tài),最終實(shí)現(xiàn)智慧政府治理的"精準(zhǔn)"決策。
[Abstract]:In the era of big data, many "collective" reactions were triggered, which produced a great explosion of data, changed the way of production and life of human society, refreshed the concept of government governance, and reconstituted the government governance process. Internalization is the driving force driving the modernization of government governance system and governance ability. Big data technology makes government governance change from technology-driven to data-driven, and to scene-driven leapfrogging. The important value of big data lies in providing "forecast analysis" and "decision support" for government governance. As a result, big data governance becomes a new trend of government data governance and calls for a new demand for intelligent government to "precision" decision-making. At present, our country is moving forward to the era of intelligent government and actively exploring, but it is also facing the dilemma of government big data governance concept transformation, cooperative governance and data opening, etc. We should establish big data thinking, explore the new experience of "precision" decision-making, promote big data governance, explore new mode of "precision" decision-making, perfect big data laws and regulations, and create a new ecology of "accurate" decision-making. The ultimate realization of intelligent government governance of the "accurate" decision-making.
