【摘要】：隨著計算機技術的大規(guī)模普及與應用,電子政務的發(fā)展對于政府轉變職能及政府內部的機構重組有至關重要的作用,不僅能夠提高政府部門工作效率與質量,也可以改善政府各部門的服務能力,增強政府內部工作競爭力。目前,電子政務已被各國政府高度重視,我國也在電子政務建設上投入了大量人力、物力、財力,為電子政務的發(fā)展既帶來了機遇,因此加強政府電子政務研究和建設十分必要。本文基于西方公共服務理論、新公共管理理論、系統(tǒng)論、信息論、控制論和服務型政府理論,通過運用文獻研究法、調查問卷法和訪談法對內蒙古赤峰市克什克騰旗的電子政務服務情況進行了深入研究。文章共分為五部分:第一部分為緒論,該部分介紹了本研究開展的背景、意義,闡述了國內外專家學者在該領域的研究成果以及此次研究的對象、方法;第二部分為電子政務的理論剖析,該部分主要介紹了電子政務的相關概念和理論基礎;第三部分是克什克騰旗電子政務狀況審視,從調查樣本的情況、電子政務自身建設情況、公眾認知情況和滿意度情況四個方面對克什克騰旗電子政務建設現(xiàn)況作出歸納分析。第四部分是研究克什克騰旗電子政務現(xiàn)存的問題及問題產生原因,揭示由于決策體制落后、資金分配不合理、區(qū)域內經(jīng)濟發(fā)展差異、信息部門被邊緣化、重視度不夠和制度的缺失,導致了目標定位模糊、資源配置不科學、審核評估滯后、人才匱乏等問題;在本文的第五部分進行了對策深討,對應以上問題提出強化對象識別能力、整合優(yōu)勢資源、加快人才培養(yǎng)、完善相關法規(guī)等解決辦法。
[Abstract]:With the large-scale popularization and application of computer technology, the development of e-government plays an important role in the transformation of government functions and the reorganization of government institutions, which can not only improve the efficiency and quality of government departments, but also improve the efficiency and quality of government departments. It can also improve the service capacity of various government departments and enhance the internal competitiveness of the government. At present, E-government has been attached great importance to by the governments of various countries. Our country has also invested a lot of manpower, material and financial resources in the construction of e-government, which has brought opportunities for the development of e-government. Therefore, it is necessary to strengthen the research and construction of government e-government. This paper is based on western public service theory, new public management theory, system theory, information theory, cybernetics and service-oriented government theory. The E-government service of Keshiketeng Banner in Chifeng, Inner Mongolia was studied by questionnaire and interview. The article is divided into five parts: the first part is the introduction, this part introduces the background and significance of this research, describes the domestic and foreign experts and scholars in the field of research results, as well as the object of this study, methods; The second part is the theoretical analysis of e-government, which mainly introduces the related concepts and theoretical basis of e-government. Four aspects of public cognition and satisfaction are summarized and analyzed on the construction of Keshiketeng e-government. The fourth part is to study the extant problems and the causes of the problems in the E-government of Keshiketeng Banner. It reveals that because the decision-making system is backward, the allocation of funds is unreasonable, the regional economic development is different, and the information departments are marginalized. The lack of attention and the lack of the system lead to some problems, such as vague target orientation, unscientific allocation of resources, lagging of audit and evaluation, lack of talents, etc. In the fifth part of this paper, the countermeasures are deeply discussed. In response to the above problems, the author puts forward some solutions, such as strengthening the ability of object identification, integrating superior resources, speeding up the cultivation of talents, and perfecting relevant laws and regulations.
