【摘要】：近年來(lái)我國(guó)隨著城市化進(jìn)程的日益推進(jìn),如何使社會(huì)管理更加有序、更富活力已經(jīng)成為政府與學(xué)界普遍關(guān)注的重要課題。本文立足于我國(guó)現(xiàn)代化進(jìn)程中城市化快速推進(jìn)的基本社會(huì)背景,研究我國(guó)社會(huì)管理與城市化發(fā)展相適應(yīng)的轉(zhuǎn)型問(wèn)題。起源于西方工業(yè)化進(jìn)程的社會(huì)管理是一個(gè)動(dòng)態(tài)發(fā)展的過(guò)程,需要隨著現(xiàn)代社會(huì)的變遷不斷調(diào)整。我國(guó)的社會(huì)管理由于受到長(zhǎng)期傳統(tǒng)計(jì)劃經(jīng)濟(jì)體制的影響,社會(huì)管理一直都被看成經(jīng)濟(jì)管理機(jī)制的附屬品。但現(xiàn)代化的深入推進(jìn)已經(jīng)從根本上改變了我國(guó)傳統(tǒng)的社會(huì)結(jié)構(gòu),這尤其表現(xiàn)在我國(guó)快速發(fā)展的城市化進(jìn)程中社會(huì)管理面臨著重大挑戰(zhàn)。本文通過(guò)研究我國(guó)當(dāng)前的社會(huì)管理現(xiàn)狀,分析其在現(xiàn)代化轉(zhuǎn)型中存在的不足,主要包括社會(huì)管理需求的擴(kuò)大與社會(huì)管理功能不足的矛盾突出,面對(duì)公眾新的社會(huì)管理需求,傳統(tǒng)的控制、強(qiáng)制等方式已難以實(shí)施；城市化過(guò)程中利益沖突加劇了對(duì)社會(huì)管理的沖擊與考驗(yàn)；城市外來(lái)人口的融入障礙尚未消除等等。我國(guó)社會(huì)管理對(duì)城市化發(fā)展的適應(yīng)不足主要因?yàn)樯鐣?huì)管理理念滯后,社會(huì)管理模式單一,社會(huì)訴求機(jī)制不順暢,社會(huì)轉(zhuǎn)型中利益分化嚴(yán)重等。在此基礎(chǔ)上,本文整理分析了我國(guó)部分地區(qū)的社會(huì)管理創(chuàng)新實(shí)踐,總結(jié)其有益的探索經(jīng)驗(yàn),從而指出進(jìn)一步改善我國(guó)社會(huì)管理的理念、原則及其相關(guān)對(duì)策。本文主要分為六大部分。第一章緒論,主要介紹了我國(guó)社會(huì)管理的研究背景、相關(guān)理論基礎(chǔ)、研究?jī)?nèi)容和研究采用的主要方法；第二章對(duì)社會(huì)管理的基本內(nèi)涵和相關(guān)理論進(jìn)行了簡(jiǎn)要介紹；第三章對(duì)我國(guó)城市化進(jìn)程對(duì)社會(huì)管理產(chǎn)生的影響進(jìn)行詳細(xì)的分析,指出我國(guó)在城市化進(jìn)程中社會(huì)管理存在的問(wèn)題及其主要原因；第四章介紹了我國(guó)政府社會(huì)管理中幾種創(chuàng)新實(shí)踐,總結(jié)其管理經(jīng)驗(yàn),以獲得相關(guān)的啟示；第五章探討我國(guó)城市化進(jìn)程中我國(guó)政府社會(huì)管理的思路、原則,以及具體措施；第六章為結(jié)論,對(duì)全文進(jìn)行歸納與總結(jié)。
[Abstract]:In recent years, with the development of urbanization in China, how to make the social management more orderly and more dynamic has become an important issue that the government and academic circles pay more attention to. Based on the basic social background of the rapid development of urbanization in the process of modernization in China, this paper studies the transformation of China's social management and urbanization development. Social management, which originated from the process of western industrialization, is a dynamic development process, which needs to be adjusted with the changes of modern society. Because of the influence of the traditional planned economy system, the social management in our country is always regarded as the subsidiary of the economic management mechanism. However, the deepening of modernization has fundamentally changed the traditional social structure of our country, which is especially reflected in the rapid development of urbanization in China in the process of social management is facing a major challenge. By studying the current situation of social management in China, this paper analyzes its shortcomings in the process of modernization transformation, mainly including the contradiction between the expansion of social management demand and the insufficiency of social management function, and the new social management needs of the public. Traditional control and compulsion have been difficult to carry out; conflicts of interest in the process of urbanization have intensified the impact and test on social management; the barriers to the integration of the urban foreign population have not been eliminated. The insufficient adaptation of social management to the development of urbanization is mainly due to the lag of the concept of social management, the single mode of social management, the unsmooth mechanism of social appeal, the serious differentiation of interests in the social transformation, and so on. On this basis, this paper analyzes the innovation practice of social management in some parts of China, summarizes its beneficial exploration experience, and points out the ideas, principles and relevant countermeasures to further improve social management in China. This paper is divided into six parts. The first chapter is introduction, mainly introduces the research background, the related theory foundation, the research content and the research main method of our country social management, the second chapter has carried on the brief introduction to the social management basic connotation and the correlation theory; The third chapter makes a detailed analysis of the impact of the urbanization process on the social management in China, and points out the problems and main reasons of the social management in the process of urbanization. The fourth chapter introduces several innovative practices of Chinese government social management, summarizes its management experience in order to obtain relevant enlightenment, and discusses the ideas, principles, and concrete measures of Chinese government social management in the process of urbanization. The sixth chapter is the conclusion, the full text is summarized and summarized.
