【摘要】:本國內(nèi)部傳統(tǒng)的和社會轉型期以及外部來自全球的各種不穩(wěn)定因素都在向我國政府和人民提出嚴峻的挑戰(zhàn)。公共危機對人類的身心健康、經(jīng)濟、社會的平穩(wěn)發(fā)展所帶來的危害是巨大的。能否有效治理各類公共危機,是對轉型期中國政府應急管理能力和水平的嚴峻考驗,與政府在人民心目中的形象,國家安全及社會穩(wěn)定密切相關。傳統(tǒng)管理方式自身所具有的強制性特質以及管理主體單體性的特征暴露出管理方式背后的傳統(tǒng)的管理體制導致的整體應急效能不高,無法滿足未來中國應對系統(tǒng)性危機的長遠需要。從多元社會主體協(xié)同參與危機治理的角度出發(fā),構建公共危機治理的理論體系,同時在實踐中指導建設一個政府核心主導、非政府組織組織化參與、企業(yè)制度化協(xié)同、上下互動的高度開放性組織網(wǎng)絡,使我國對突發(fā)公共事件的應急實現(xiàn)從“管理”到“協(xié)同治理”的跨越。本文將公共危機治理的協(xié)同治理作為研究主題,試圖通過研究分析構建起一個公共危機協(xié)同治理的基本框架,并對相應的構建路徑作了初步研究。通過運用文獻分析法、案例分析法以及比較分析法等相關的研究方法,在整理國內(nèi)外相關研究成果進行文獻綜述和評價的基礎上,闡述公共危機協(xié)同治理的現(xiàn)實背景;然后從介紹治理理論、協(xié)同治理理論以及利益相關者理論入手提出公共危機協(xié)同治理的基本概念和價值導向,并分析公共危機利益相關者從而為危機的有效治理奠定理論基礎;接下對我國傳統(tǒng)意義上的公共危機管理的存在問題進行反思,并總結了國際公共危機協(xié)同治理的先進做法,為構建中國特色的公共危機協(xié)同治理提供經(jīng)驗借鑒;從協(xié)同治理的角度研究在公共危機治理全過程應當具有的物資保障、各參與主體應當履行的責任,政府該如何發(fā)揮作用等;谶@些分析提出了可以從發(fā)展多元社會主體、健全相關法律法規(guī)、加強信息平臺建設、加強資源保障、培育社會資本等這些方面進行努力,從而實現(xiàn)從危機管理到危機協(xié)同治理的轉變。
[Abstract]:Traditional and social transition within the country as well as external instability from the global factors are posing a serious challenge to our Government and people. The public crisis brings great harm to human's physical and mental health, economy and society. Whether we can effectively manage all kinds of public crises is a severe test to the Chinese government's ability and level of emergency management in the transitional period, which is closely related to the image of the government in the eyes of the people, national security and social stability. The mandatory nature of the traditional management mode and the monomorphic character of the management subject reveal that the overall emergency response efficiency caused by the traditional management system behind the management mode is not high. Unable to meet the long-term needs of China to deal with the systemic crisis in the future. From the point of view of multi-social subjects participating in crisis management, this paper constructs the theory system of public crisis management, at the same time, it guides the construction of a government core leading, non-governmental organization participation, and enterprise systematization coordination in practice. The highly open organization network of the interaction between the top and the bottom makes the emergency response of public emergencies in our country leapfrog from "management" to "cooperative governance". In this paper, the cooperative governance of public crisis governance is taken as the research topic, and the basic framework of collaborative governance of public crisis is constructed through research and analysis, and the corresponding construction path is preliminarily studied. Through the use of literature analysis, case analysis, comparative analysis and other related research methods, on the basis of literature review and evaluation of relevant research results at home and abroad, this paper expounds the realistic background of collaborative management of public crisis. Then from the introduction of governance theory, cooperative governance theory and stakeholder theory, this paper puts forward the basic concept and value orientation of collaborative governance of public crisis, and analyzes the stakeholders of public crisis so as to lay a theoretical foundation for effective crisis management. Secondly, this paper reflects on the existing problems of public crisis management in the traditional sense of our country, and summarizes the advanced methods of coordinated management of international public crisis, which provides experience and reference for the construction of cooperative governance of public crisis with Chinese characteristics. From the angle of cooperative governance, this paper studies the material guarantee in the whole process of public crisis management, the responsibility that each participant should perform, and how the government should play its role, etc. Based on these analyses, it is put forward that efforts can be made from such aspects as developing pluralistic social subjects, perfecting relevant laws and regulations, strengthening the construction of information platforms, strengthening the protection of resources, cultivating social capital, and so on. Thus realize the transition from crisis management to crisis coordination management.
