【摘要】：作為一種全新的制度設(shè)計與治理理念,政府權(quán)力清單制度既是以“清權(quán)、確權(quán)、曬權(quán)和制權(quán)”為核心內(nèi)容的權(quán)力革命,也是推進(jìn)國家治理體系和治理能力現(xiàn)代化的重要舉措。它由權(quán)力清單、責(zé)任清單與負(fù)面清單三部分構(gòu)成,理清其構(gòu)成極為重要,這涉及對政府權(quán)力清單制度的理解、具體組織、實施與效果,對政府權(quán)力清單制度理解的混亂,極易造成具體實施過程中的偏頗。其主要功能包括簡政放權(quán)、信托責(zé)任、優(yōu)化和公開權(quán)力運行流程、降低制度交易成本與依法行政功能。在推行政府權(quán)力清單制度過程中,既不能一曬了之,也不能簡單操切,要樹立正確認(rèn)知與全新理念,把它作為制度創(chuàng)新與一些棘手問題解決的契機(jī),全方位統(tǒng)籌規(guī)劃、認(rèn)真研討、積極建設(shè)。
[Abstract]:As a new concept of system design and governance, the system of government power list is not only the power revolution with the core content of "clear right, definite right, bashing right and control right", but also an important measure to promote the modernization of national governance system and governance ability. It consists of three parts: list of powers, list of responsibilities and negative list. It is extremely important to clarify its composition, which involves the understanding, organization, implementation and effect of the system of government list of powers, confusion in understanding the system of government list of powers. It is easy to cause the bias in the concrete implementation process. Its main functions include decentralization, fiduciary responsibility, optimizing and publicizing the operation process of power, reducing the transaction cost of system and the function of administration according to law. In the process of carrying out the government power list system, we can neither bask it in a single light nor simply operate it. We should set up a correct cognition and a new concept, regard it as an opportunity for institutional innovation and the solution of some difficult problems, and make all-round overall planning. Conscientiously discuss and actively build.
