【摘要】：構(gòu)建全民共建共享的社會(huì)治理格局是黨的十八屆五中全會(huì)在社會(huì)治理理念上的新認(rèn)識(shí)。作為治理形式的協(xié)商民主為構(gòu)建這種治理格局提供了新的視角。協(xié)商民主與共建共享社會(huì)治理格局在價(jià)值、過程和方法等方面高度契合,運(yùn)用協(xié)商民主構(gòu)建共建共享社會(huì)治理格局十分可行�？梢詮臉淞f(xié)商新理念、擴(kuò)大公民參與、完善協(xié)商制度等方面探討構(gòu)建全民共建共享社會(huì)治理格局的路徑。
[Abstract]:It is a new understanding of the concept of social governance of the Fifth Plenary session of the 18th CPC Central Committee to construct a social governance pattern in which the whole people build and share. As a form of governance, deliberative democracy provides a new perspective for the construction of this pattern of governance. The governance pattern of consultative democracy and co-construction and sharing society is highly consistent in value, process and method, so it is very feasible to construct the governance pattern of shared society by using consultative democracy. From the aspects of setting up a new concept of consultation, expanding citizen participation and perfecting the consultation system, this paper discusses the way to construct the governance pattern of the common building and sharing society of the whole people.
