【摘要】：我國(guó)自古以來就重視對(duì)弱勢(shì)群體的救助,這是國(guó)家保障人的權(quán)利、維護(hù)社會(huì)穩(wěn)定的重要舉措,也是鞏固政權(quán)、促進(jìn)經(jīng)濟(jì)和社會(huì)發(fā)展的重要基礎(chǔ)。1949年蕪湖解放后,政治、經(jīng)濟(jì)和社會(huì)各方面都發(fā)生了很大的變化,百?gòu)U待興,貧困、失業(yè)等弱勢(shì)群體的問題異常突出,傳統(tǒng)的社會(huì)救助模式已不適應(yīng)社會(huì)發(fā)展的需要。因此在中央政府的領(lǐng)導(dǎo)下,蕪湖市政府逐步接收和改造了原有的官方和民間救濟(jì)機(jī)構(gòu),重構(gòu)了新的社會(huì)福利救助體系,通過多種方式對(duì)城市貧民、失業(yè)人員、災(zāi)民游民以及孤老殘弱人員進(jìn)行救助。這一系列的救助活動(dòng)呈現(xiàn)出政府主導(dǎo)、全社會(huì)參與、重視生產(chǎn)救助等特點(diǎn),并取得了較大的成效,為蕪湖市當(dāng)下的社會(huì)救助工作提供歷史借鑒和啟示。
[Abstract]:Since ancient times, China has attached great importance to the relief of vulnerable groups, which is an important measure for the state to safeguard human rights and social stability, and also an important basis for consolidating political power and promoting economic and social development. After the liberation of Wuhu in 1949, politics, Great changes have taken place in all aspects of economy and society. The problems of disadvantaged groups such as waste, poverty, unemployment and so on are very prominent. The traditional mode of social assistance has not been able to meet the needs of social development. Therefore, under the leadership of the central government, the Wuhu Municipal Government gradually accepted and reformed the original official and non-governmental relief agencies, reconstructed the new social welfare assistance system, and provided various ways to the urban poor and the unemployed. The victims, the homeless and the elderly, the disabled and the weak were rescued. This series of relief activities show the characteristics of government leading, the whole society participating, paying attention to the production aid and so on, and has made great achievements, which provides historical reference and inspiration for the current social relief work in Wuhu City.
