【摘要】：中國農(nóng)村基層的基本單元是國家治理的基礎(chǔ),其組合與選擇決定著基層治理的成效。中國農(nóng)村基層的基本單元分為行政單元和自然單元,前者具有行政功能,后者具有社會功能,兩者互動、互補(bǔ),形成了具有中國特色的基層"復(fù)合政治"。在傳統(tǒng)時期,兩者分立,功能互補(bǔ);在國家建構(gòu)時期,兩者從分到合,功能呈反向發(fā)展,行政單元的行政功能逐趨增多,逐漸取代了自然單元的社會功能;在新農(nóng)村建設(shè)時期,兩者從合到分,功能開始同向增多�；締卧c國家治理能力也有很強(qiáng)的相關(guān)性,長期來看,隨著國家治理能力增強(qiáng),自然單元的社會功能在逐漸減少,自治能力在減弱;行政單元的行政功能在逐漸增多,治理能力在增強(qiáng)。
[Abstract]:The basic unit of China's rural grassroots is the foundation of national governance, and its combination and choice determine the effectiveness of grass-roots governance. The basic unit of Chinese rural grassroots is divided into administrative unit and natural unit. The former has administrative function, while the latter has social function. The two units interact and complement each other, forming the grass-roots "compound politics" with Chinese characteristics. In the traditional period, the two functions were separated and complementary; in the period of national construction, the two functions developed in reverse direction, and the administrative functions of the administrative units gradually increased, gradually replacing the social functions of the natural units; in the period of the new rural construction, the administrative functions of the two units gradually replaced the social functions of the natural units. From the combination of the two points, the function began to increase in the same direction. Basic units are also strongly related to national governance capacity. In the long run, as the national governance capacity increases, the social function of natural units is gradually reduced, the autonomy capacity is weakened, and the administrative functions of administrative units are gradually increasing. Governance is increasing.
